Statement of Work (SOW) / Performance Work Statement (PWS)

To provide pumping services for vault toilets and septic tanks at USDA Forest Service managed recreation sites within the Yampa Ranger Districts, located in Routt, Grand, Rio Blanco, and Garfield Counties in Colorado.

• Removal of all solid waste from vault toilets and septic tanks.

• Disposal of all waste at a State-approved sewage system or commercial treatment facility off National Forest Lands, in accordance with Local, State, and Federal sanitary regulations.

• Placement of foreign objects (cans, bottles) in plastic garbage bags furnished by the Contractor and disposed of properly.

• Provision of all personnel, equipment, tools, materials, vehicles, supervision, and incidentals necessary for the service.

• Recharge of vaults with approximately 75 gallons (for 750-gallon vaults) or 100 gallons (for 1,000-gallon vaults) of water after pumping.

• Service is normally required from April 1st through October 30th annually, with potential for end-of-season and winter trailhead services.

• Emergency services will be performed on a call-as-needed basis.

• Contractor must service toilets within two (2) working days of the request.

• Vaults must be pumped when they reach 80% capacity, with 90% of contents removed per standard commercial practices.

• Dump tickets or other proof of proper disposal may be requested and must be furnished within 48 hours.

• Invoices must show the number of toilets pumped by category and date.

• Government inspection will be conducted by the COR or Designated Inspector.

• The operating season is normally April 1st through October 30th annually.

• Sites are located in the Yampa Ranger Districts in Routt, Grand, Rio Blanco, and Garfield Counties in Colorado.

• There are a total of 21 toilet locations.

• Contractor must provide an affirmative statement of actions to include the use of biobased products (e.g., cleaning agents) in their proposal, unless precluded by performance, cost, or availability. Failure to address this may render the proposal non-responsive.

• Applicable OSHA, State, and Local laws and regulations must be followed.

• Contractor is responsible for securing permission from local municipal plants for waste disposal, at the Contractor's expense.

• Invoices are to be submitted online via the electronic Invoice Processing Platform.

• Contractor may not invoice for work not yet completed.

• Government will verbally notify the contractor within 48 hours of any non-acceptable work.
