Quick Summary
The USACE Vicksburg District is hosting an Industry Day on April 23, 2026, for the Yazoo Backwater Pumping Plant project in Vicksburg, MS. This Special Notice (W912EE26S0004) aims to gather industry input to inform the design and acquisition planning for three potential construction contracts, including a $1B+ Pumping Plant. Firms are invited to attend in-person or virtually, provide written responses to market research questions, and prime contractors can request one-on-one sessions. Pre-registration and written responses are due by April 21, 2026.
Opportunity Overview
The Yazoo Backwater Pumping Plant (YBWPP) project involves the construction of a 25,000 CFS pumping plant adjacent to the Steele Bayou Drainage Structure. Its purpose is to manage water levels in the Yazoo Backwater Area. The project is in the early stages of design (10% conceptual), and the USACE is seeking input from qualified contractors for three potential construction opportunities:
- Inlet and Outlet Channel Excavation: Magnitude up to $50M.
- Foundation & Site Development: Magnitude up to $100M.
- Pumping Plant Construction: Magnitude over $1B (including supply, installation, and start-up of pumps).
Project Scope Highlights
The current design anticipates a 25,000 CFS pumping plant, pile-founded, containing 14 – 1,800 CFS axial-flow pumps with 5000 HP electric motors. The building will be approximately 200 ft by 500 ft and include a 75-ton overhead crane. Key features include formed suction intakes, access tunnels, pump bays, discharge apron, trash rakes, and retaining walls. The project also includes an 800 ft access bridge over the intake channel. Excavation volumes for intake and discharge channels are estimated at 700,000 CY. Site development will involve clearing, grubbing, temporary/permanent access, and staging areas.
Acquisition Strategy & Market Research
The USACE is exploring various acquisition strategies, including Single Award Task Order Contracts (SATOCs) for initial site preparation and channel excavation work, and a two-phase approach (Pre-Qualification of Sources with Early Contractor Involvement) for the Pumping Plant construction. Industry feedback is specifically requested on:
- Self-performance vs. subcontracting strategies.
- Site logistics, temporary utilities, and security needs.
- Feasibility and requirements for river transport of materials.
- Efficient solutions for delivering borrow material.
- Supply chain risks for specialty/long-lead items and mitigation strategies.
- Structuring work to accommodate incremental funding.
- Feedback on proposed SATOC structures and the two-phase acquisition model.
