Request for Information (RFI)

This RFI seeks industry input to refine the acquisition strategy and technical requirements for the Yazoo Backwater Pumping Plant construction project. The feedback will directly inform a future solicitation.

Interested firms must submit a capabilities package in two parts:

• Part 1: Corporate & Past Performance: Includes company details (name, address, POC, CAGE, UEI), statement of interest, business classification, joint venture information (if applicable), bonding capacity, major sub-contractors, and at least three (3) comparable projects completed within the last five years (max 10 pages for this section).

• Part 2: Technical & Acquisition Questions: Addresses specific project challenges and proposed acquisition strategies.

• Self-Performance vs. Subcontracting: How would you plan to self-perform, subcontract, or joint venture, and what key features would fall into each category?

• Site Logistics: What are your anticipated needs for an on-site laydown area, temporary utilities, and security/access control, given the rural location, limited utilities, and flood risk? How would you obtain these?

• River Transport: What type of offloading facility and minimum draft requirements are needed if the Yazoo River is used for transporting materials like riprap and heavy equipment?

• Material Delivery: What efficient solutions can you propose for delivering borrow material from up to 6 miles away?

• Supply Chain Risks: What risks do you foresee for specialty/long-lead items (structural steel, pumps, motors, concrete, crane) regarding supply chain, transport, storage, or Buy America compliance, and how would you mitigate them?

• Incremental Funding: How would you propose structuring or phasing the work to accommodate incremental funding, potentially leading to multiple construction contracts (e.g., Civil Site Work, Inlet/Outlet Channels, Pumping Plant Construction)?

• SATOC Structure: Feedback is requested on three potential SATOC structures for Site Preparation/Foundation and Channel Excavation work (separate SATOCs or a combined one).

• Two-Phase Acquisition (Pumping Plant): Industry feedback is sought on a proposed two-phase strategy involving pre-qualification, early contractor involvement (ECI) with stipends for design review, and a final competitive solicitation limited to pre-qualified firms.

Bidders are also invited to provide any other relevant feedback on technical design or acquisition approaches.
