Statement of Work (SOW) / Performance Work Statement (PWS)

To refurbish Yellowstone National Park's 2005 Pierce Contender Engine 4 (#15998TR) to extend its service life by an additional 15 years through replacement, rebuild, or repair of components.

This SOW details the refurbishment tasks for Engine 4, including:

• Engine and Driveline: Upgrade and replace cooling system components (hoses, radiator, water pump, cap), check A/C, replace condenser. Inspect engine for leaks, assess health, and notify AHJ of deficiencies. Replace all engine belts. Inspect/test alternator for rebuild/replacement. Inspect and replace batteries and cables. Inspect and maintain transmission, check for leaks, and notify AHJ. Inspect driveline and notify AHJ. Update chassis suspension with new springs and shock absorbers. Complete brake replacement at wheel ends (shoes, pins, drums, springs, air chambers, hoses) and replace brake valves.

• Seals and Bearings: Replace wheel and hub seals. Inspect wheel bearings and report deficiencies.

• Generator and Scene Lighting: Remove gas-powered generator and wiring. Replace 240V scene lights with 12V LED lights.

• Damage Repair: Repair impact damage on the rear crew chief side to like-new condition. Replace damaged marker light on the front right crew chief side. Replace front bumper speaker with a flush mount speaker.

• NFPA Compliance Updates: Replace all emergency lights with LED equivalents. Update rear face with chevrons and ensure reflective striping meets NFPA standards. Install new heavy-duty aluminum wheels. Replace both windshields. Replace all seat belts to meet NFPA specifications. Replace five (5) in-seat SCBA brackets with SmartDock Gen II SCBA Brackets.

• Equipment Installation: Install thermal imaging camera charger, GPS and monitoring systems (including windshield locator), gas monitor charger, and a 6-way fuse block for powering these devices.

• Auxiliary Lighting: Remove side spotlights and seal openings. Replace roof marker lights with a brow light bar with adjustable intensity.

• Fire Pump: Evaluate engineer's panel gauges for replacement, uniformity, and appearance. Inspect plumbing system for leaks, damage, or deterioration. Rebuild or replace all plumbing valves and drains on the fire pump with the same brand name (no substitutions). Check pump and pump transmission for leaks and consider rebuilds based on findings. Notify AHJ of deficiencies. Update to the new Waterous VPO electric priming system.

• All refurbishment work must adhere to NFPA specifications and contractor must certify compliance.

• Steel welding must comply with American Welding Society D1.1-96 standards.

• Aluminum welding must comply with American Welding Society and ANSI D1.2-96 requirements.

• All work must be certified and performed by a Master Fire EVT.
