This solicitation is for commercial services to upgrade the Programmable Logic Controller (PLC) and Human Machine Interface (HMI) systems at the Canyon Village Wastewater Treatment Plant in Yellowstone National Park. The National Park Service (NPS) intends to award a firm-fixed-price contract.

Statement of Work (SOW) / Performance Work Statement (PWS)

To upgrade the Programmable Logic Controller (PLC) and Human Machine Interface (HMI) systems at the Canyon Village Wastewater Treatment Plant in Yellowstone National Park. The goal is to replace obsolete hardware and modernize control software for improved reliability, maintainability, and operational sustainability, ensuring secure communication with existing park infrastructure.

• Replace obsolete and unsupported PLC hardware components (CPU, ERM cards).

• Develop and provide a fully upgraded, functional ladder logic-based program using Automation Direct's "Do-More Designer" software.

• Replicate the current system's operational capabilities within the new program.

• Utilize the existing HMI's layout and design, ensuring a streamlined transition for personnel.

• Create new programs using Automation Direct's "C-More" software for the HMI.

• Perform live function and operation tests with park personnel.

• Provide digital copies of all newly created operational programs, schematics, as-builts, and address tags.

• The upgraded system must ensure improved reliability, maintainability, and long-term operational sustainability.

• The upgraded system must provide secure and seamless communication capabilities compatible with current Yellowstone National Park infrastructure and future technology integration.

• Live function and operation tests must be completed to the satisfaction of the owner's representative.

• All work shall be completed no later than November 1, 2026.

• Location: Canyon Wastewater Treatment Plant, Yellowstone National Park.

• The contractor shall utilize the existing Automation Direct CM5-T15W touchscreen HMI.

• The contractor shall use the latest version of Automation Direct's "Do-More Designer" and "C-More" software.

• The Park Service will provide the Awarded Contractor with the operational programs and all supporting documentation of the current system build.

• The Park Service will provide all necessary replacement hardware components (New CPU, ERM Cards).

• All existing PLC racks, cards, and wiring are in proper working order and shall remain in service.

Wage Determination
