Solicitation / RFP / RFQ

This document is a combined synopsis/solicitation for commercial items to procure services for the 2-34th BCT Yellow Ribbon Event in Iowa City, IA, scheduled for July 31 – August 01, 2026. It serves as the only solicitation, and a written solicitation document will not be issued separately. The procurement is for lease/rental of conference space and facilities.

• Provide all personnel, equipment, tools, materials, supervision, travel, and quality control necessary for the Yellow Ribbon Event.

• Specific details regarding the event spaces and lodging rooms are to be provided by the offeror.

• The Performance Work Statement (PWS) is detailed in Attachment 02.

• The contract will be awarded based on Price.

• NAICS Code: 721110 – Hotels (except Casino Hotels) and Motels.

• Small business size standard of $40 million.

• Submission Deadline: May 11, 2026, no later than 10:00 a.m. local (central) time.

• Submission Method: Electronic quotes are preferred and should be emailed to Mr. Hunter Maeder and Mrs. Kelsey Letcher.

• Required Documents: Attachment 01 (Contractor Information and Pricing Tables) and names/addresses of proposed Yellow Ribbon Event spaces and lodging rooms.

• Quotations lacking requested information may be deemed non-compliant.

• Late submissions will be handled per RFO FAR 52.212-1(c).

• This RFQ is solicited as a Total Small Business set-aside.

• Incorporated provisions and clauses are effective through the Revolutionary Federal Acquisition Regulation (RFO FAR).

• Reference Attachments 01, 02, and 03 for further details.

This document, "Attachment 1," serves as a required form for bidders responding to RFQ # W912LP-26-Q-5001 for the Iowa Army National Guard's 2-34th BCT Yellow Ribbon Event. Contractors must complete both the Contractor Information Table and the Pricing Table on this page and submit it as their official quote. If an additional quote document is submitted, this attachment must still be included.

Statement of Work (SOW) / Performance Work Statement (PWS)

To conduct the 2/34 IBCT Yellow Ribbon Reintegration Program (YRRP) event, providing essential services to Service members and their families to ensure readiness and resiliency.

• Provide all personnel, facilities, equipment, tools, materials, and supervision for the event.

• Offer sleeping rooms, meeting spaces, and meals.

• Services include:

  • Lodging: 50 non-smoking rooms with two beds each for Friday, July 31, 2026.
  • Meeting Spaces: Registration area, resource area, general session room (accommodating 750), breakout room (accommodating 300), child & youth room (accommodating 22), and childcare room (accommodating 30).
  • Meals: Beverages, hot individually plated lunch meals (750 per day), and children's lunches (52 per day) on Saturday, August 1, 2026.
  • Parking: Provide 600 parking passes if free parking is not available.

• Period of Performance: Two (2) days.

• Dates: Friday, July 31, 2026 (3:00 p.m. - 6:00 p.m.) and Saturday, August 1, 2026 (6:00 a.m. - 5:00 p.m.).

• Location: Within a twenty-five (25) mile radius of 4540 Melrose Ave, Iowa City, IA 52246.

• Contractor must provide a flat, firm-fixed priced room rate for lodging.

• Government reserves the flexibility to cancel room reservations up to 10 days prior to the event without penalty.

• Meeting rooms and lodging should preferably be co-located; if separate, meeting rooms must be within walking distance (0.5 miles) of lodging.

• Contractor employees must possess all required licenses for operating equipment.

• Contractor must designate an on-site point of contact.

• Contractor must adhere to a zero-tolerance policy regarding trafficking in persons.

• Organizational Conflicts of Interest (OCI) must be managed and reported.

• Telework is not permitted.

• Recognized Holidays are listed but not applicable to the performance dates.

• Performance will be evaluated based on a Quality Assurance Surveillance Plan (QASP).

• Key performance objectives include designating an on-site POC, providing lodging and meeting rooms, meeting meal requirements, and providing parking passes, all with specific acceptable quality levels (AQLs) and surveillance methods outlined in Technical Exhibit 1.
