Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the requirements for performing cargo fuel tank cleaning and gas-freeing services on the vessel YON-305, CFAS DFSP.

• Task: Accomplish cleaning and gas-freeing of cargo fuel oil tanks.

• Location: Throughout the Fuel Oil Barge.

• Identification: Includes 6 cargo fuel oil tanks with specific capacities:

  • S-1: 25,932 GAL
  • P-1: 25,899 GAL
  • S-2: 34,695 GAL
  • P-2: 34,673 GAL
  • S-3: 26,006 GAL

• Requirements:

  • Open, ventilate, conduct gas free, empty, clean, render dry, and maintain each tank, void, and/or cofferdam.
  • Ventilate harmful vapors, fumes, and mist to the exterior of the vessel.
  • Remove and dispose of waste liquid to a Government-provided conveyance, following specific contact and spill containment procedures.
  • Inspect piping and hose alignment before and periodically during pumping, purging, or flushing.
  • Coordinate fluid off-loading/transferring with the ship's Damage Control Assistant (DCA).
  • Perform a visual inspection of each tank, void, and/or cofferdam for cleanliness prior to final closing, documenting personnel present.
  • Install new gaskets and fasteners for manhole covers.

Solicitation / RFP / RFQ

This document is a Request for Quotation (RFQ) for services related to a cargo pump and cargo fuel tank cleaning/gas freeing. The award will be a Firm-Fixed-Price job order under an existing Master Agreement for Repair and Alteration of Vessels (MARV) in the Japan Region. • Evaluation will be based on the lowest total price, with the Government determining the most advantageous offer.

  • Cleaning of bilge areas and piping to a gas/oil-free condition.
  • Ventilation, emptying, cleaning, and maintenance of bilge areas.
  • Provision of portable air-driven bilge pumps, high-pressure pumps, nozzles, and suction hoses.

  • Identification and communication during waste liquid transfer.

  • Modification of cargo pump, foundation, and piping.
  • Fabrication of backing rings.
  • Shop hydrostatic testing of fabricated piping.
  • Shaft alignment between the pump and vertical drive.
