Total Building Commissioning (TBC) is a required component to ensure system compliance and operation.
Contract Details
This is anticipated to be a Firm-Fixed-Price (FFP) contract, conducted via full and open competition. While open, the solicitation includes provisions for HUBZone small business concerns with a price evaluation preference, and small business participation is an evaluation factor. Performance and payment bonds are mandatory. The work is to be completed within six (6) four-month long construction seasons, totaling 24 months, with site access typically from June 15th to October 15th annually. Liquidated damages for construction delays are set at $8,232 per calendar day.
Submission & Evaluation
Proposals must be submitted electronically via email by January 16, 2026, at 5:00 PM MST. Evaluation will follow a Best Value Continuum Tradeoff Process, where non-price factors are collectively more important than price. Key non-price factors include Technical Approach, Project Experience, Past Performance, Schedule, Key Personnel Experience, and Small Business Participation. Offerors must use the provided Past Performance Questionnaire and Project Experience forms. A pre-bid site visit was held on October 22, 2025.
