This document provides responses to vendor questions regarding the Youth After School Programs Request for Quote (RFQ) #15DDHQ26Q00000008.

• Recompete: This requirement is a recompete.
• Program Location: All programming will be held in the community, unless virtual is required by the field division.
• Virtual vs. In-Person Balance: There is no required minimum balance between virtual and in-person delivery; this is based on field division requests.
• Key Personnel Staffing: Flexibility is allowed in key personnel staffing, provided performance requirements are met.
• Past Performance: Equivalent past performance from large-scale government contracts, non-profit partnerships, or federal subcontracts is acceptable if it demonstrates similar size, scope, and complexity.
• Phased Rollout: A phased geographic rollout is not permitted; the vendor must be ready to implement immediately upon award.
• Simultaneous Programs: There is no required number of simultaneous programs for the base year.
• SPF Requirements: Formal SPF certification is not required, but vendors must demonstrate understanding.
• Pricing: Offerors must provide separate pricing for each individual component (e.g., STEM, Sports) corresponding to distinct CLINs.
• Delivery Modality: Delivery methods (in-person, virtual, hybrid) will be determined by field division needs.
• Evaluation: The government will not prioritize innovative delivery models over traditional structures but requires vendors to demonstrate how they will implement using an evaluation tool.
• Geographic Area Selection: The selection of cities/geographic areas will be determined at the individual call order level.
• Prevention Strategies: Contractors are expected to have substance misuse and prevention experience and should be able to tailor programming as needed.
• Materials: Operation Engage materials exist, but contractors are responsible for developing their own supplementary materials.
• Geographic Coverage: The vendor must be able to implement immediately across all 23 field divisions upon award.
• Specific Activities: Not all divisions will issue a call order, and not all services will be selected. Types of services will be field division specific, but vendors must offer the required services and can propose additional similar services.
• Period of Performance: The period of performance is January through December (calendar year), with contract award by April.
• Key Personnel Identification: Vendors must submit key personnel already identified to support the SOW; a job description and hiring plan are not acceptable in lieu of a named resume.

Solicitation / RFP / RFQ

This Request for Quotation (RFQ) is for the Drug Enforcement Administration's (DEA) National Community Outreach Engagement Strategy - Youth Afterschool Programs (YAP). The government intends to establish a single-award Blanket Purchase Agreement (BPA) under Simplified Acquisition Procedures (FAR Part 13) for these services.

• The BPA will cover a period of one base year plus four one-year option periods.

• The anticipated period of performance is from April 1, 2026, through March 31, 2031.

• Services include conducting youth afterschool programs where DEA field offices have the greatest need, providing drug prevention and education, and developing a sustainability plan.

• Tasks include hosting launch assemblies, running after-school programs for approximately 20 weeks/20 hours, and concluding with a capstone event.

• Deliverables include monthly status reports, end-of-program reports, and end-of-year reports.

• Contract Type: Single-award Blanket Purchase Agreement (BPA).

• Period of Performance: One base year plus four one-year option periods (totaling up to five years).

• Estimated Volume: The government estimates the BPA volume to be $4,200,000.00 over the term, but this is not a maximum ceiling.

• Quotes must be submitted in Microsoft Office compatible format via email by February 2, 2026, at 10:00 AM EST.

• Proposals will be evaluated based on Technical Approach, Key Personnel Resumes and Management Plan, Past Performance, and Price.

• Technical factors (1, 2, and 3) combined are significantly more important than price (Factor 4).

• The acquisition is UNRESTRICTED.

• The solicitation includes various attachments and provisions, including a Statement of Work (SOW), Blanket Purchase Agreement Terms and Conditions, and security requirements.
