  4. Price Technical factors (1, 2, and 3) combined are significantly more important than price (Factor 4). Offerors must provide separate pricing for individual components (CLINs) and submit resumes for identified key personnel, not job descriptions. Equivalent past performance from large-scale government contracts, non-profit partnerships, or federal subcontracts is acceptable.
