This solicitation is for "Youth Camp Medical Services" to be provided to the Maine Army National Guard (MEARNG) Child and Youth Program. The camp aims to provide confidence and team-building training for military service members' children over a two-week period in the State of Maine. The camp will serve approximately 50 adults and 100 youth per week.

• Provide two level 2 registered nurses with valid Maine Registered Nurse (RN) or Compact RN License.

• Nurses must possess current and valid adult and pediatric CPR or BLS certification that will not expire during the training event.

• Provide equipment, tools, materials, supervision, and quality control necessary to staff a medical room 24/7.

• The services are required from July 11, 2026, to July 24, 2026.

• The solicitation incorporates FAR clauses by reference, including those related to Service Contract Labor Standards, Payment by Electronic Funds Transfer, and Indemnification and Medical Liability Insurance.

• Medical Liability Insurance Limits required: $1,000,000 per occurrence, $3,000,000 aggregate.

Performance Work Statement (PWS)

To provide medical services for the Maine Army National Guard (MEARNG) annual Youth Camp, supporting approximately 50 adults and 100 youth per week.

• Provide two (2) Registered Nurses (RN II).

• Furnish necessary equipment, tools, and materials, except for Government-Furnished items.

• Perform medical services including patient assessment, medication administration (prescribed, OTC, standing orders), development of care plans, and coordination with guardians and camp staff.

• Maintain a clean medical room and personal sleeping area.

• Provide daily reports on injuries and health concerns to Camp Coordinators.

• Work with 1-2 health care assistants provided by MEARNG.

• Nurses must arrive 30 minutes prior to required report time.

• Maintain a clean medical room and personal sleeping area.

• Provide precise management of medications.

• Coordinate and communicate care with guardians and camp staff.

• Develop and implement nursing care plans.

• Provide daily reports to Camp Coordinators.

• Man the medical room at least one nurse 24 hours while camp is active, except during a specified camp reset period.

• Submit certificates of completion for required training (AT Level 1, iWATCH, OPSEC).

• Submit invoices via Wide Area Workflow (WAWF).

• Period of Performance: July 11, 2026, to July 24, 2026.

• Place of Performance: Bog Brook Training Area, 27 Military Cir, Gilead, Maine 04217.

• Service Hours: 0700 - 2100 daily with 24/7 on-call availability, except on recognized US holidays.

• Staffing: Two (2) RN IIs required.

• Qualifications: Valid Maine RN or Compact RN License, current adult and pediatric CPR certification (not expiring during camp), minimum one year of pediatric/school/camp nursing experience, experience in patient records, diagnostic tests, medication administration, and care plan development. Good communication skills required.

• Insurance: Liability insurance of at least $1 million per claim and $3 million per annum.

• Security: Compliance with installation access and security policies, including background checks and potential Force Protection Condition (FPCON) changes. Awareness Training (AT) Level 1, iWATCH Training, and OPSEC Training are mandatory.

• Government Furnished Items: Workspace, sleeping quarters, desk space, meals (with exceptions), and two camp shirts.

• Contractor Furnished Items: Bedding for twin mattress, stethoscope, blood pressure cuff (child-adult), PPE, and other personal professional items.

• Telework is not permitted.

• Contractor employees must identify themselves as contractors and wear distinguishing badges.

• Combating Trafficking in Persons policy must be adhered to.
