Statement of Work (SOW) / Performance Work Statement (PWS)

To establish, implement, and maintain a comprehensive strategy and plan for a Christian nondenominational religious youth ministries program for school students at Marine Corps Base Hawaii (MCBH).

• Provide 15 hours per week for 52 weeks of non-personal services for Youth Ministry Services.

• Coordinate with the Senior Chaplain for scheduling.

• Establish and maintain a strategy and plan for the Youth Ministry Program.

• Coordinate chapel and chapel-related youth ministry activities for school-age children.

• Coordinate with local schools, churches, and youth agencies to avoid conflicts.

• Provide a station-wide Christian Religious Program supporting specific youth ministry needs.

• Develop promotional campaigns and maintain records of supplies, materials, and attendance.

• Provide a syllabus or lesson plan for the entire performance period.

• Major Programs: Approved Workmen Are Not Ashamed (AWANA), Vacation Bible School (VBS), Sunday Children Church, Holiday Events.

• Volunteer Activities: Recruit and train adult volunteers, mentor and train volunteers, maintain and update a volunteer roster.

• Administration: Forecast ministry resources and budget, procure supplies and curriculum, submit paperwork for facility scheduling, arrange audiovisual equipment, draft and coordinate advertising and promotional materials.

• Briefs and Meetings: Maintain communication and cooperation with all involved parties.

• Recruiting: 90% compliance.

• Mentoring and Training: 90% compliance.

• Volunteer Roster: 90% compliance.

• Forecasting: 95% of reports submitted 30 days prior to due date.

• Advertising and Promotions: 90% compliance.

• Briefs and Meetings: 90% compliance.

• Basic Period: March 22, 2026 - March 21, 2027.

• Four Option Periods extending through March 21, 2031.

• Location: Primarily MCBH Chapel, with services potentially provided in any chapel or approved facility within MCBH confines as directed by the Command Chaplain.

• Qualifications: Letter of Recommendation from a Protestant military Chaplain or Senior Pastor, resume, copy of degree (if applicable), narrative supporting knowledge of Protestant faith tenets and requirements for religious support.

• Security: Compliance with all current MCBH security requirements, including U.S. Citizenship or Permanent Resident Alien status, E-Verify, and potential background checks.

• Personnel Identification: Contractor employees must be easily recognizable as contractors.

• Safety: Sole responsibility for compliance with safety regulations.

• Drug-Free Workplace Program compliance.

• Language Requirements: Sufficient English competency for reading, writing, speaking, and understanding.

• Vehicle Operation: Compliance with local and state laws and installation-specific traffic regulations.

• Contractor personnel must obtain base access credentials (CAC or DBIDS) and comply with all base rules and regulations.

This solicitation is for the procurement of Youth Ministry religious services for Marine Corps Base Hawaii (MCBH). The government is seeking to establish, implement, and maintain a strategy and comprehensive plan for a Youth Ministry Program.

• Provide 15 hours of Youth Ministry services per week for 52 weeks.

• Offerors must provide a Letter of Recommendation from a Protestant military Chaplain or Senior Pastor, a resume supporting qualifications, and a copy of any applicable degrees.

• Offerors must provide a narrative supporting professional knowledge of Protestant faith tenets and requirements for religious support.
