YS91, Erection, Rental and Dismantling of Prefabricated Facilities to support bilateral exercise at Camp Asaka.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide personnel and equipment for the erection, rental, maintenance, and dismantling of prefabricated facilities and electrical distribution systems (EDS) to support the annual US-Japan Bilateral Exercise, Yama Sakura 91, at Camp Asaka, Japan.

• Erection, rental, maintenance, and dismantling of four (4) prefabricated buildings (two 9m x 75.6m, 2-story; two 7.2m x 7.2m, 1-story) to serve as a temporary Mission Training Complex.

• Erection, rental, maintenance, and dismantling of an Electrical Power Distribution System (EDS) to power or supplement existing power for the prefabricated buildings, Building #303, and new JGSDF prefabricated buildings.

• Erection, rental, maintenance, and dismantling of air conditioning systems for specified prefabricated buildings and Building #303.

• Provision of six (6) generator plants (totaling twelve generators) with automatic synchronization capability.

• Installation of temporary walkways.

• Installation of attic ventilation systems for all prefabricated buildings.

• Erection and maintenance of EDS: Six (6) minor defects allowed that are correctable and do not affect the performance period.

• Erection of Prefabricated Buildings: Six (6) minor defects allowed that are correctable and do not affect the performance period.

• Performance Schedule: One (1) day delay allowed every two (2) days behind schedule per month.

• Submittals: Two (2) minor defects allowed that are correctable and do not affect the performance period.

• Regulatory Compliance: One (1) correctable error not following PWS referenced publications or contract terms per week.

• Performance Period: 01 June 2026 (or contract award date, whichever is later) through 16 October 2026.

• Location: Camp Asaka, JGSDF, Japan.

• All materials and equipment shall be new.

• Electrical installation must comply with NFPA 70, JEAC 8001, and ITSEE standards.

• Contractor personnel must meet specific licensing and experience requirements for engineering and management roles.

• Site supervisor must obtain necessary licenses and permits.

• Contractor must provide spill prevention and response plans for petroleum, oil, and lubricants (POL).

• Contractor must provide temporary workspace and adhere to security requirements for entry to the JGSDF worksite.

• Disposal of materials and restoration of the worksite to its original condition are required.

Solicitation / RFP / RFQ

This solicitation seeks proposals for the erection, rental, and dismantling of prefabricated facilities and electrical distribution systems to support the YS91 bilateral exercise at Camp Asaka, Japan Ground Self Defense Force. The government requires all necessary management, personnel, equipment, tools, materials, and supervision for these services.

• Erection, rental, and dismantling of prefabricated facilities.

• Provision and maintenance of electrical distribution systems.

• Electrical power must be provided 24 hours a day, 7 days a week, continuously and uninterrupted throughout the rental period.

• Contractors must demonstrate an ability to understand and conform to the culture of the Department of the Army, United States Army Japan G-37, exercise division.

• The contract type is anticipated to be Firm Fixed Price.

• The North American Industry Classification Standard (NAICS) code is 532111, with a size standard of USD 470,000.00.

• Performance periods are specified for three line items:

  • Line Item 0001: 01 Jun 2026 to 12 Aug 2026
  • Line Item 0002: 13 Aug 2026 to 18 Sep 2026
  • Line Item 0003: 13 Aug 2026 to 16 Oct 2026

• Offer due date: 26 May 2026, 11:00 AM.

• Proposals must include Price, Past Performance, and Technical Capabilities.

• Technical capabilities should demonstrate the ability to be a mission partner and manage specialized talent, including a detailed schedule.

• Past performance information should include no more than two recent and relevant contracts.

• Quoters must submit electronic copies of their quotations via e-mail or fax.

• Evaluation will be based on Price, Past Performance, and Technical Capabilities, with the award going to the responsible offeror whose offer is most advantageous to the Government.

• This acquisition is currently unrestricted.

• The Performance Work Statement (PWS) and Drawings are attached and provide detailed requirements.

• Payment will be made via Wide Area WorkFlow (WAWF).

• The solicitation incorporates FAR clauses 52.212-1, 52.212-3, and 52.212-5 by reference.
