Scope of Work
The contractor will be responsible for the complete removal and replacement of the existing 1,400 square foot EPDM membrane roofing system. This includes furnishing all labor, materials, tools, equipment, and supervision. Key tasks involve demolishing and removing the old roofing system and flashing, inspecting and repairing damaged roof decking and fascia (estimated 10% rotted wood, 40% fascia), installing a new mechanically fastened EPDM roofing system with a minimum 20-year manufacturer’s warranty, and installing new aluminum gutters and downspouts. All demolition debris must be disposed of according to an approved Waste Management and Disposal Plan.
Contract Details
This is a Firm Fixed Price Construction contract. The Period of Performance is scheduled from June 1, 2026, to July 17, 2026, with the project expected to be completed within 45 calendar days from the Notice to Proceed. The acquisition is a Total Small Business Set-Aside under NAICS Code 238160 (Roofing Contractors), with a small business size standard of $19 Million. Evaluation Criteria
Award will be based on the Lowest Price Technically Acceptable (LPTA) method. Technical capability and past performance will be evaluated on a pass/fail basis. Proposals must include an Introduction, Technical Capability, Past Performance, Price, and Contract Documentation (signed SF 1442 and amendments). A Past Performance Questionnaire (Attachment 003) is provided for completion by offerors and their past clients.
Special Requirements
A Technical Proposal detailing the plan for personnel, schedule, safety, demolition, decking repair, and EPDM installation is required. The contractor is responsible for all permitting. Prevailing wage rates, as outlined in the Wage Rate Determination (TN20260160) for Greene and Johnson Counties, TN, must be adhered to. Work hours are generally 7:00 am - 4:00 pm, Monday-Friday.
