Scope of Work
The project involves the removal of existing propane piping and the construction of approximately 3,080 linear feet (LF) of new propane distribution piping and 1,980 LF of propane service piping, with 330 LF installed via horizontal directional drilling. Key tasks also include the installation of shutoff valves, cleanout of two culverts, 560 cubic yards (CY) of channel excavation (with material hauled to a park-provided disposal site), and the construction of an earthen berm using 285 CY of haul-on material. Contract Details
This will be a Firm Fixed Price Construction Contract. The Period of Performance is 90 calendar days from the Notice to Proceed. Bidders must provide a bid guarantee of 20% of the bid price or $3 million, whichever is less, and 100% performance and payment bonds are required. The applicable NAICS Code is 237120 (Oil and gas pipeline and related structures construction) with a $45 million size standard. Construction Wage Rate Requirements for Jackson County, South Dakota, as per the Davis-Bacon Act, will apply.
Submission & Evaluation
Bids are due electronically by March 26, 2026, at 1:00 PM Mountain Daylight Time (MDT), submitted via email to nekotamabobids@nps.gov. A highly encouraged site visit is scheduled for March 06, 2026, at 10:00 AM MDT; RSVP is required. All questions must be submitted in writing to joseph_kirk@nps.gov no later than 3 days after the site visit. Offerors must have a UEI number and be registered and active in SAM.gov with completed Online Representations and Certifications by the solicitation close date.
