This document is a Sources Sought Notice (SSN) Survey Questionnaire (Attachment 1) for Solicitation No. 140P2026R0065. Its purpose is to gauge vendor interest and experience to help the National Park Service determine the appropriate solicitation method and any small business set-aside determinations for the requirement.

• Company Information: Name, address, Point-of-Contact (POC) name and email, and Unique Entity Identifier (UEI).
• Experience: Prime contractor experience with Federal Government construction contracts similar in scope and magnitude, recent experience with cast-in-place retaining wall construction, and experience with sidewalk and ADA ramp construction.
• Compliance: Plans for complying with local construction building licensing and permitting for Utah.
• Bonding Capacity: Current bonding capacity for insurance, performance, and payment bonds.
• Small Business Certifications: Check all applicable SBA certifications (EDWOSB, HUBZone, IEE, ISBEE, Other Native American Owned, SDVOSB, VOSB, WOSB, Other).
• Self-Performance: Estimated percentage of work the company will self-perform.
• Proposal Commitment Factors: Factors influencing the decision to submit a proposal, including solicitation posting, schedule completion, specification details, other commitments, or other reasons.

Vendors interested in this opportunity must complete and submit this questionnaire by April 29, 2026, 12:00 pm MT, to Zaira_lupidi@ios.doi.gov. The responses will be used for market research and to inform small business set-aside decisions. Failure to submit may impact consideration for the upcoming solicitation, which is anticipated around May 2026.

Sources Sought Notice

This Sources Sought Notice (SSN) is issued by the National Park Service (NPS) Denver Service Center for market research purposes. The NPS is seeking to understand the types of businesses and their qualifications that may be interested in a future competitive acquisition for shuttle stop improvements and pedestrian access at Bryce Canyon National Park. The information gathered will help determine the acquisition strategy, including the possibility of a Small Business or Socio-Economic Set-Aside.

• Shuttle stop improvements along Bryce Canyon Road.

• Additional lanes for shuttles.

• Culvert extensions and new culverts.

• Multi-use trail realignment.

• Addition of a southbound shuttle bus stop.

• Cast-in-place retaining wall construction.

• New shuttle stop shelter.

• Sidewalk and ADA ramp construction.

• Replacement of existing MUTCD signs.

• Striping of pavement.

• A competitive Request for Proposals (RFP) is anticipated around Summer 2026.

• A single Firm-Fixed-Price (FFP) contract is expected.

• The anticipated period of performance is 150 calendar days, including potential weather shutdowns.

• Bonding (Bid, Performance, and Payment Bonds) is anticipated to be required.

• The estimated magnitude of construction is between $1,000,000 and $5,000,000.

• This is NOT a request for proposals; proposals are not being accepted at this time.

• Responses are voluntary and will not be reimbursed.

• Interested contractors must complete the attached Sources Sought Survey Questionnaire.

• Responses are due no later than 12pm Mountain Time on April 29, 2026.

• Responses should be emailed to Zaira_Lupidi@ios.doi.gov.

• Responses are requested from both Large and Small Businesses.

• The NPS will use the responses to determine the possibility of a Small Business or other Socio-Economic Set-Aside.

• The project is located at Bryce Canyon National Park, UT.

• The construction site is approximately 80 miles from the nearest suppliers and lodging facilities.

• The park will remain open during construction, requiring careful scheduling to minimize visitor impact.

• Protective measures will be required for the surrounding area and adjacent UT Prairie Dog Habitat.

• Coordination will be necessary for equipment, deliveries, and phasing to avoid interrupting shuttle bus operations.
