Quick Summary

The National Park Service (NPS) Denver Service Center, under the Department of the Interior, is conducting market research through a Sources Sought Notice for shuttle stop improvements and pedestrian access at Bryce Canyon National Park, UT. This effort aims to gather information from both large and small businesses to determine the acquisition strategy, including the potential for a Small Business or Socio-Economic Set-Aside. The estimated magnitude of construction is between $1,000,000 and $5,000,000. Responses are due by April 29, 2026, 12:00 PM Mountain Time.

Scope of Work

The project involves comprehensive improvements along Bryce Canyon Road, including:

  • Addition of a southbound shuttle bus stop and new shuttle stop shelter.
  • Construction of additional lanes for shuttles.
  • Culvert extensions and new culverts.
  • Realignment of multi-use trails.
  • Construction of cast-in-place retaining walls.
  • Installation of sidewalks and ADA ramps.
  • Replacement of existing MUTCD signs and pavement striping. Construction will require careful scheduling to minimize visitor impact as the park remains open. Protective measures for the adjacent UT Prairie Dog Habitat and coordination to avoid interrupting shuttle bus operations are also critical.

Contract & Timeline

This is a Sources Sought Notice for market research purposes; it is not a request for proposals. A competitive Request for Proposals (RFP) for a single Firm-Fixed-Price (FFP) contract is anticipated around Summer 2026. The anticipated period of performance is 150 calendar days, which may include potential weather shutdowns. Bonding (Bid, Performance, and Payment Bonds) is expected to be required.

Eligibility & Submission

Responses are requested from both Large and Small Businesses. The information gathered will be used to determine the possibility of a Small Business or other Socio-Economic Set-Aside. Interested contractors must complete the attached Sources Sought Survey Questionnaire (Attachment 1). This questionnaire requests company information, prime contractor experience with similar federal construction, experience with retaining wall and ADA ramp construction, plans for Utah licensing, bonding capacity, small business certifications, and estimated self-performance percentage. Responses are voluntary, will not be reimbursed, and should be emailed to Zaira_Lupidi@ios.doi.gov by the deadline. Failure to submit may impact consideration for the upcoming solicitation.
