Contract Details
This will be a Firm-Fixed-Price contract with a period of performance of 365 calendar days after the Notice to Proceed. The estimated value is between $500,000 and $700,000. Davis-Bacon Wage Rates apply. Numerous submittals are required, including a Construction Baseline Schedule, Site-Specific Accident Prevention Plan, Dewatering and Water Diversion Plan, and Quality Control Plan.
Submission & Evaluation
Proposals are due by June 22, 2026, local time, and must be submitted via email. Questions must be submitted in writing to Contract Specialist Quinn Rankin at Quinn_Rankin@ios.doi.gov, including solicitation number 140P8626R0003 in the subject line, at least seven calendar days prior to the proposal due date.
A site visit is scheduled for Thursday, June 4, 2026, at 10:00 AM PDT. RSVP is required, and details are in Section L of the solicitation. Offerors are urged to inspect the site.
Evaluation will follow a Best Value Continuum Tradeoff Process, considering both price and non-price factors. Key evaluation factors include Technical Approach, Schedule, Project Experience, Key Personnel Experience, and possession of a California Contractor State License. Past Performance Questionnaires are due by June 17, 2026, 3:00 PM PDT.
Eligibility & Requirements
This acquisition is a Total Small Business Set-Aside under NAICS Code 237990 (Other Heavy and Civil Engineering Construction) with a size standard of $45 million. Offerors must be registered in the System for Award Management (SAM) and complete various certifications, including FAR 52.209-13 (arms control) and FAR 52.222-38 (VETS-4212). A Standard Form 24 (Bid Bond) is required.
