Sources Sought Purpose:

This Sources Sought Notice is issued for the purpose of conducting market research in accordance with FAR 10.002(b)(2). It is intended to help identify sources for the services outlined in the attached draft Specifications. The anticipated NAICS for this requirement is 236220, Commercial and Institutional Building Construction.

This Sources Sought Notice is issued solely for information and planning purposes and does not constitute a solicitation or obligation on the part of the Government. Response to this notice is strictly voluntary and will not affect any firm¿s ability to submit a proposal if, or when, a solicitation is released. Unsolicited proposals or any other kinds of offers will not be considered. The government assumes no financial responsibility for any costs incurred as a result of the submission of a response to this Sources Sought Notice.

The Government will not be liable for or suffer any consequential damages for any improperly identified proprietary information. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Submissions must be in Microsoft Word or Adobe PDF. The typed font and point for your response to this Sources Sought Notice must be no smaller than Times New Roman 11 point.


Submission Contents:

All potential sources with the capability to provide the requirements referenced in the draft Specifications are invited to submit a response to this notice.

The submission, at a page limit of no more than 5 pages, must contain the following:

A. Cover

All respondents must provide a cover page that details the following information:
¿ Business name, address, name, phone, & email of individual for follow-up inquiries
¿ SAM UEI number and CAGE code
¿ Proposed NAICS
¿ Small Business Designation for proposed NAICS

B. Capabilities and Approach

1.) The firm¿s capability statement detailing specific expertise required to successfully complete the proposed requirement. Include an approach to the project work and logistics taking into consideration the location.

2.) The firm¿s ability and history of working in a highly technical range testing environment, specifically at WSMR and with similar tunnel and crater projects, along with the firm¿s ability and history in completing timely Standard Operating Procedures (SOP) manuals for approval as outlined in the SOW.

3.) Description of recent and relevant project experience successfully completed. Previous projects should be of a similar scope and magnitude, including having SOP requirements, of the proposed requirement to be considered. Include any challenges and how they were addressed.

4.) Any additional information that will assist the Government in determining the contractor¿s capabilities as it relates to this requirement. Please make sure this information is detailed and specific to this requirement.

C. Draft Specification
