Scope of Work

This opportunity seeks facility modernization services, including maintenance, repair, minor construction, design, design-build, and/or construction. Work may encompass architectural, civil, mechanical, plumbing, fire suppression, structural, electrical, HVAC, instrumentation, security, and safety systems. Task orders will be firm-fixed-price.

Contract Details

  • Contract Type: Multiple Award IDIQ with Firm-Fixed Price Task Orders.
  • Period of Performance: Five (5) year ordering period.
  • Estimated Value: Not to exceed $50,000,000.00 in aggregate task order awards.
  • Task Order Magnitude: Between $2,000 and $11,000,000.00.
  • Minimum Guarantee: $500 per awardee.
  • Anticipated Awards: Five (5).

Eligibility & Set-Aside

This is a Total Small Business Set-Aside. Prime contractors must have their home office located in New Jersey, Pennsylvania, New York, or Connecticut. Offerors must maintain an active registration in the System for Award Management (SAM).

Submission & Evaluation

  • Proposal Submission Deadline: April 23, 2026, by 1700 hours (local time).
  • Evaluation Factors: Technical Capability, Management Plan, Past Performance, and Price. Management Plan and Past Performance are approximately equal and combined are more important than Technical Capability. All non-price factors combined are approximately equal to Price.
  • Site Visits: Two organized site visits were scheduled for April 7, 2026.
  • Amendment 0001 provides administrative updates, responses to industry questions, and a Microsoft Word version of the Past Performance Questionnaire (Attachment 10), with no changes to proposal deadlines.
