This solicitation is for the modernization of digital governors at the Shasta Power Plant. The existing hardware is obsolete and no longer supported by manufacturers. • Documentation updates including system operation, layout drawings, elementary drawings, communication drawings, owner and maintenance manuals, and installation procedures.

• Period of Performance: All work must be completed no later than two years from the date of award.

• Evaluation: Offers will be evaluated based on price reasonableness and any instances of unbalanced price, using price analysis techniques. The Government will award to the responsible quoter whose quote conforming to the solicitation is most advantageous, considering price and other factors.

• Design, engineer, program, and supply all hardware for modernizing five generator units and two station service units.

• Upgrade digital governor PLCs and HMIs using Modicon M580 PLCs and Magelis HMIGTO5310 touchscreen panels.

• Replace obsolete communication networks (Modbus Plus) with new systems, including SEL-751 Feeder Protection Relay and X80 TMC Frequency Input Module.

• Modify governor programming for synchronous condense mode and rough zone operations.
