The project involves three main components:

  • Backflow Preventer Assemblies: In-kind replacement of two commercial backflow preventers (one for the Maintenance Building, one for the Historic Commissary and Courthouse buildings). These must meet specific salient characteristics, including being City of Fort Smith approved, Reduced Pressure Detector Assembly type, cast iron/stainless steel construction, 6" service size, flanged ends, OS&Y Flanged Gate Valves, 48" assembly width, and include a meter.
  • Heated Aluminum Valve Enclosures: Replacement of existing enclosures with new ones certified to ASSE Standard #1060, including heaters, and meeting specific dimensions for each location.
  • Sewer Pipe Lining: Cleaning and relining existing Orangeburg sewer pipes in the FOSM Maintenance Building using a Cured-In-Place Pipe (CIPP) system.

Work must be completed by skilled personnel adhering to industry standards and manufacturer specifications.

Offerors must be registered in SAM with an "active" status. A Payment Bond OR Irrevocable Letter of Credit (100% of contract value) is required within 10 calendar days after award.

A site visit is scheduled for June 10, 2026, at 10:00 AM CT at the Fort Smith National Historic Site; offerors are urged to inspect the site. All questions must be submitted in writing via email to the Contracting Specialist no later than 5 calendar days following the organized site visit.
