Scope of Work

The project focuses on construction work to improve the historic Mile Creek Stone Bridge area. Key tasks include:

• Pavement Work: Sawcutting and removing approximately 4,472 SF of existing asphalt pavement and aggregate subbase; milling 9,081 SF of existing asphalt (2" depth); removing 3,606 SF of aggregate shoulders; installing 9,081 SF of 2" depth asphalt overlay; installing 1,025 SF of 4" depth asphalt pavement wearing course; installing 700 SF of 6" depth aggregate subbase and filter fabric.
• Site Preparation & Restoration: Scarifying and recompacting subgrade at 6" depth; installing 100 CY of imported topsoil; installing and removing 1,068 LF of silt fence; installing 820 SY of erosion control blankets.
• Site Amenities & Markings: Installing 1 ABA accessible parking sign with bollard; installing 9 concrete wheel stops; installing 706 LF of permanent painted pavement lines; installing 1 ABA permanent painted parking symbol; installing 9 permanent painted pavement letters.
• Protection: Special precautions are required for the designated historic Mile Creek Stone Bridge, historical/archeological fabric, existing utilities, landscaping, and surrounding structures.

Contract Details

• Contract Type: Firm-Fixed Price Invitation for Bid (IFB).
• Estimated Magnitude: Between $100,000 and $250,000.
• Period of Performance: 60 calendar days from the Notice to Proceed. Estimated start is late Summer/Fall 2026, specifically August 1, 2026, to October 1, 2026.
• Set-Aside: 100% Total Small Business Set-Aside (FAR 19.5).
• NAICS Code: 237310 (Highway, Street, and Bridge Construction) with a $45 Million small business size standard.
• Bonds: A bid guarantee of 20% (not to exceed $3M) is required, submitted as Standard Form 24. Performance and Payment bonds will also be required.
• Compliance: Wage Rate requirements are incorporated, and Offerors must comply with Buy American requirements for construction materials.
