Submission & Evaluation

Proposals are due by Friday, June 5, 2026, at 4:00 PM Mountain Time, and must be submitted electronically to brian_mccabe@ios.doi.gov. Technical questions were due by May 8, 2026. A site visit was held on April 29, 2026.

Evaluation will follow a Lowest Price Technically Acceptable (LPTA) process. Key evaluation factors include Technical Approach, Proposed Team, Draft Project Schedule, Relevant Project Experience and Past Performance, Biobased Certification, Active SAM Registration, Completed Provisions, Bid Bond, and compliance with Limitations on Subcontracting. Bidders must use the provided worksheet (Attachment 7) to demonstrate compliance with the 75% limitation for non-similarly situated subcontractors in construction.
