Project Scope

This project involves design-bid-build (DBB) construction services for Building 1029, a 90,180 SF high bay industrial facility. Key tasks include:

  • Repairing and installing new HVAC systems, including Air Conditioning in the High Bay, to maintain critical temperature tolerances for propeller manufacturing.
  • Replacing low voltage 480V aluminum electrical cables with copper wiring, including distribution panel boards to subpanels and associated transformers.
  • Providing new circuits for equipment and integrating smoke detectors with the fire alarm system (NFPA compliant).
  • Removing abandoned steam lines, asbestos-containing materials, and other hazardous materials.

Operational Constraints & Complexity

The facility, which houses propeller manufacturing operations, must remain fully operational 24/7 throughout the project. Work requires careful phasing and sequencing to minimize disruption. Due to equipment layout and active crane operations, scaffolding or work platforms are not feasible within the building. Contractors must coordinate closely with the Naval Foundry and Propeller Center. The use of contractor-supplied cranes/lifts must be coordinated and transparent to building operations; existing bridge cranes cannot be used.

Security Requirements

Building 1029 is a restricted entry facility. All contractor personnel working on-site must be U.S. citizens and obtain CONFIDENTIAL Clearance. The company must first obtain clearance, followed by individual employee clearances.
