Quick Summary

The National Park Service (NPS) is conducting a Sources Sought Notice (SSN) for market research regarding the Suitland Parkway Trail Phase 1 project. This initiative aims to extend the Suitland trail and improve non-motorized visitor access and safety. The NPS anticipates a competitive acquisition, with a Request for Proposals (RFP) expected in Fall/Winter 2026. Responses are requested from both large and small businesses to inform the acquisition strategy and potential set-aside determination.

Project Scope

The project involves constructing a 10-foot wide, 0.4-mile extension of the Suitland trail. This extension will improve non-motorized access and safety from the current trail terminus near Southern Avenue to the Naylor Road Metro station. Key components include:

  • Trail Construction: Asphalt trail along Suitland Parkway (generally 10 feet from the road with a guard rail) and concrete trail along Naylor Road (on the back of curb with a guard rail).
  • Underpass Improvements: Under Southern Avenue SE, the trail will split into an 8-foot-wide path with a stone guardwall and a 5-foot-wide toe-walk. The District of Columbia welcome sign will be shifted.
  • Drainage & Stormwater: Updates to drainage with curb inlets and bridging slabs, and compensatory stormwater management facilities at Branch Avenue and Suitland Parkway ramps.
  • Intersection Upgrades: Improvements at Suitland Parkway and Naylor intersection, including removal of right-turn slip lanes and refuge islands, reconfiguration of high-visibility crosswalks, enhanced lighting, passive pedestrian detection, new signal equipment for phasing alternatives, and context-sensitive pedestrian channelization.
  • Traffic Management: The project will require maintenance of traffic to ensure vehicular and pedestrian circulation during construction.
