A Q&A document (Attachment 6) clarified wiring specifications (copper AWG 12).

Contract Details

• Contract Type: Firm-Fixed Price.
• Period of Performance: 477 calendar days from Notice to Proceed, with an estimated start of September 15, 2026, and completion by January 5, 2028.
• Set-Aside: Total Small Business (NAICS 238140, Masonry Contractors, $19M size standard).
• Wage Rates: Davis Bacon General Wage Decision PA20260003 (Attachment 3) for Philadelphia County (Building Construction) applies.
• Bonds: 100% Performance and Payment Bonds are required.
• Subcontracting: Bidders must comply with FAR Clause 52.219-14, Limitation on Subcontracting, ensuring the prime contractor or similarly situated entities perform a minimum of 15% of the work (excluding materials). A worksheet (Attachment 5) is provided for calculation.

Submission & Evaluation

• Evaluation: LPTA, based on Technical Factors (Past Project Experience, Construction Schedule and Narrative, Proposed Personnel and Qualifications) and Price. Offerors must meet minimum technical requirements.
• Required Documents: Bidders must complete and submit a Project Experience Questionnaire (Attachment 7), Personnel Resume Template (Attachment 8), and Certifications from Section K (Attachment 9), addressing various FAR provisions and ensuring active SAM.gov registration. A detailed Price Schedule (Attachment 4) must be used for all pricing.
