Scope of Work
This IDIQ covers recurring alteration, renovation, removal, remediation, and/or construction services. The scope includes, but is not limited to: metal welding and fabrication, design work, licensed engineered drawings, fire guard services, OSHA-approved ladder installation, heavy and light equipment operations, dirt work, erosion control, demolition, drilling, concrete work, bridge and roadway work, traffic control, material disposal, excavation, backfill, compaction, utility and drainage infrastructure repair, stream gaging equipment relocation/removal, safety remediation, and brush/tree removal. The contractor must provide all necessary labor, supervision, engineering, design, materials, equipment, tools, parts, supplies, and transportation. A Quality Control Plan (QCP) and Site Safety Plan may be required for specific task orders. The initial Task Order 0001 involves vegetation removal at the Whitsett Stream Gage Site.
Contract Details
- Contract Type: Single-Award IDIQ with Firm-Fixed Price (FFP) Task Orders.
- Period of Performance: An ordering period of up to five years, with an estimated start date of April 15, 2026.
- Estimated Value: The total contract value will not exceed $2,000,000.00 ($2M) over the five-year life. Individual task orders are generally expected to be under $25,000, with occasional task orders potentially exceeding this amount up to the maximum ordering limit. The minimum guarantee is $500.
- Set-Aside: This is a 100% Small Business Set-Aside. The applicable NAICS code is 237990 "Other Heavy and Civil Engineering Construction" with a size standard of $45 million.
- Bonds: Performance and payment bonds (SF25, SF25A) may be required at the task order level, particularly for construction contracts exceeding $150,000, or payment protection for orders between $35,000 and $150,000.
Submission & Evaluation
Proposals for both the IDIQ contract and the Initial Task Order 0001 must be submitted via email to Kimberly Schneider at krschneider@usgs.gov. Technical proposals should not include price information. Evaluation will be based on Management and Technical Approach, Relevant Experience, Past Performance, and Price, with the first three factors being significantly more important than price. The government reserves the right to award without discussions. Offerors are responsible for obtaining and incorporating the correct Department of Labor wage determinations into their pricing, as failure to do so will not entitle them to an equitable adjustment.
