Evaluation Factors
Award will be made on a Lowest Price Technically Acceptable (LPTA) basis, evaluating:
- Technical Capability and Approach (Volume I): Requires a detailed narrative (max 7 pages) covering approach, phasing, sequencing, management, and a construction safety plan (including OSHA 30-hour for On-Site Superintendent). A construction schedule is also required.
- Past Performance (Volume II): Submission of past performance information for projects completed within the last five years, similar in size, scope, and complexity, using the provided questionnaire. Experience with facilities requiring stringent temperature and humidity controls, similar to those needed for historic artifacts, is relevant.
- Price (Volume III): Evaluation for fairness, reasonableness, and balanced line items using the provided price schedule. Offerors must achieve an "Acceptable" rating in both technical and past performance factors to be considered.
