The Naval Facilities Engineering Command (NAVFAC) Far East, PWD Sasebo, is issuing this pre-solicitation notice in accordance with FAR 36.213-2.
DESCRIPTION OF THE PROPOSED WORK:
This project will replace an aged and deteriorated underground fire protection pipeline at Harioshima Ordnance. The ductile iron (DIP) saltwater distribution piping will be replaced with High Density Polyethylene (HDPE) pipe and installed underground. Associated hydrants, valves and fittings will also be replaced, and pavement restored.
The work is carried out in two tracks via two separate contract awards, one (Track-1: Phase 1 through 3) was awarded on 29 June 2018 and one (Track-2: Phases 4 through 8) will be awarded in United States Fiscal Year 2019.
Track-2, approximately 9,200 meters long, is currently planned to be solicited around October 2018 and award by December 2018.
IAW FAR 36.204 and DFARS 236.204, the magnitude of construction for Repair Fire Protection Pipeline at Hario Shima Ordnance – Track-2 is between $10,000,000 and $25,000,000 (between JPY 1,115,938,000 and JPY 2,789,845,000 based on FY 2019 Budget Execution Rate of $1/JPY111.5938).

TENTATIVE DATES FOR ISSUING INVITATIONS, OPENING BIDS, AND COMPLETING CONTRACT PERFORMANCE
Tentatively the Invitation for Bid (IFB) will be issued on or about 15 October 2018, tentatively bids will be opened on or about 15 November 2018, tentatively the period of performance will be 525 calendar days after date of award.
The Government does not intend to issue amendment(s) to this Presolicitation Notice if/when the tentative dates are changed.
