Statement of Work (SOW) / Performance Work Statement (PWS)

To provide all labor, supervision, materials, equipment, tools, transportation, permits, incidentals, and disposal necessary to remove, replace, and upgrade existing HVAC systems at maintenance facilities located at John Muir National Historic Site.

• Replacement of existing heating equipment.

• Installation of air conditioning systems in previously unconditioned spaces.

• Associated electrical and mechanical modifications.

• Testing, startup, and commissioning of all installed systems.

• Field verification of all existing conditions and dimensions prior to beginning work.

• Demolition and disposal of specified existing HVAC equipment, components, refrigerants, piping, and controls.

• Furnishing and installation of new, commercial-grade, high-efficiency heating and air conditioning systems sized appropriately for the facilities.

• Modifications to ductwork, refrigerant piping, condensate drain piping, venting, air distribution, electrical disconnects, controls wiring, thermostats, and equipment supports.

• Installation of programmable thermostats and associated controls for independent temperature control of each conditioned area.

• Minimum efficiency requirements must comply with current applicable federal and state energy efficiency standards.

• All work shall comply with applicable codes (OSHA, federal, state, local).

• Systems must be properly installed, balanced, and fully operational.

• Deficiencies identified during testing must be corrected prior to final acceptance.

• A minimum one-year warranty on workmanship and installation is required.

• Place of Performance: John Muir National Historic Site Maintenance Building, 1415 Franklin Canyon Rd, Martinez, CA 94553.

• Period of Performance: Sixty (60) calendar days after receipt of the Notice to Proceed.

• Contractor shall recover and dispose of refrigerants in accordance with EPA requirements.

• Contractor shall protect adjacent finishes, equipment, utilities, and building components during demolition.

• Contractor shall coordinate all work, utility shutdowns, and inspections with the Government (COR and Contracting Officer).

• Contractor shall maintain a safe worksite and minimize disruption to ongoing facility operations.

• Contractor shall provide specific submittals including manufacturer product data, equipment cut sheets, warranty information, O&M manuals, testing documentation, and as-built drawings if necessary.

Solicitation / RFP / RFQ

This is a Request for Quotation (RFQ) from the Department of the Interior, National Park Service, for the replacement of an HVAC system at the John Muir National Historic Site in Contra Costa County, California. The contractor will be responsible for all mobilization, labor, supervision, materials, equipment, transportation, site rehabilitation, clean-up, and demobilization.

• Replacement of an HVAC system.

• Compliance with all applicable federal, state, and local safety and occupational health laws and regulations.

• Development and implementation of a site-specific safety and health plan.

• Submission of daily logs detailing work performed.

• Use of domestic construction materials, with specific requirements and exceptions outlined.

• Period of Performance: To be determined, but work must commence within 10 calendar days of notice to proceed and be completed within 60 calendar days of notice to proceed.
