Statement of Work (SOW) / Performance Work Statement (PWS)

This SOW details the requirements for the selective demolition and disposal of shade structures and associated components at the Whale Watch Overlook, Cabrillo National Monument (CABR), San Diego, California.

• Demolish and dispose of the primary shade structure, secondary shade structure, and glass wind partitions mounted to the rock wall.

• Remove associated hardware, footings (as specified), and incidental components.

• Retain existing vertical support posts, cut them 90 inches above existing grade, and apply protective treatment and an aesthetic finish.

• Cut structural posts cleanly, grind sharp edges smooth, apply rust-inhibitive primer, install a steel cap, and apply a finish coating.

• Remove glass panels, frames, anchors, and sealants, patching anchor penetrations with color-matched mortar.

• Protect adjacent rock walls, trails, railings, and landscape during demolition.

• Ensure all equipment and vehicles are cleaned prior to entering the work zone to prevent the spread of invasive plant seeds.

• Work must comply with all mandatory environmental and cultural compliance mitigation measures.

• Contractor must submit and obtain acceptance of a Site-Specific Safety Plan prior to commencing work.

• All work must adhere to OSHA, Cal/OSHA, and NPS safety requirements.

• Temporary environmental controls, including dust and noise suppression, must be implemented.

• Waste management plan including recycling and disposal manifests is required.

• Site restoration and final condition of remaining posts are critical.

• Location: Cabrillo National Monument (CABR), San Diego, California.

• Park operations will continue during construction; contractor must coordinate with the Contracting Officer’s Representative (COR).

• Environmental and Cultural Compliance: NEPA and NHPA compliance clearance is mandatory; failure to comply may result in work stoppage.

• Protection of Park Resources: Avoid damage to vegetation, soils, rock features, and other resources. Unauthorized repairs are prohibited.

• Invasive Species Prevention: Equipment cleaning is required.

• Safety: Site-Specific Safety Plan submission and acceptance are required before work begins.

• Public Protection: Secure work areas and maintain safe pedestrian detours.

• Stop Work Authority: The COR can suspend work for non-compliance with mitigation or environmental protection requirements.

• Measurement and Payment: Payment is a Lump Sum and includes all labor, equipment, traffic control, environmental protection, disposal, recycling, and restoration. No separate payment for incidental protection or cleanup.
