Sources Sought Notice / Market Research

This Sources Sought Notice (SSN) is issued by the National Park Service (NPS) for market research purposes to gauge industry interest and capabilities for the rehabilitation of Hangars 3 & 4 at Floyd Bennett Field. The NPS is seeking information to develop an acquisition strategy, including determining the feasibility of a small business or socio-economic set-aside. No proposals are being requested at this time.

The project involves the rehabilitation of Hangars 3 and 4, which are historic structures contributing to the Floyd Bennett Field Historic District. Work must adhere to the Secretary of Interior Standards for the Treatment of Historic Properties, minimizing damage to historic fabric. The project is located at Floyd Bennett Field within Gateway National Recreation Area, New York. The anticipated period of performance is 487 calendar days, and winter construction may be required. The site is approximately 4 miles from suppliers and lodging, and the park will remain open during construction.

The scope of work includes:

• Demolition: Removal of existing roofs, specific interior masonry walls, concrete slabs, and exterior masonry walls for rebuilding. Remediation of hazardous materials is also included.

• Exterior Restoration: Repairing masonry facades, windows, rolling hangar doors, and painted friezes; replacement of roofs.

• Interior Restoration: Restoration of interior doors, windows, concrete slabs, and masonry walls.

• Systems: Installation of lighting, electrical, unit heaters, two single-user restrooms, and rerouting of utilities.

• The NPS anticipates issuing a competitive Request for Proposals (RFP) around April 2026.

• A single Firm-Fixed-Price (FFP) contract is anticipated.

• Bonding (Bid, Performance, and Payment) is anticipated to be required.
