This Sources Sought Notice (SSN) is issued by the National Park Service (NPS) Denver Service Center for market research purposes regarding the rehabilitation of the Effigy Mounds National Monument Visitor Center in Harpers Ferry, IA. The NPS is seeking to understand the types of businesses and their qualifications that are interested in this project. The information gathered will help determine the acquisition strategy, including the possibility of a Small Business or other Socio-Economic Set-Aside. No proposals are being requested at this time.

• Location: Effigy Mounds National Monument, Harpers Ferry, Iowa.

• Scope: Rehabilitation of the visitor center, including foundation improvements, basement and main floor remodeling. This involves selective demolition, hazardous materials removal, new HVAC, electrical, and domestic water systems, fire alarm and suppression improvements, new windows and doors, interior/exterior finishes, roofing, and insulation. Structural changes, modification of interior partitions, relocation of restrooms, and elevator tune-up are also included. A new entry plaza will be constructed.

• Site Improvements: Parking lot drainage improvements, new parking lot layout with curbs, gutters, sidewalks, and asphalt. Redesign of parking lot islands for visitor use areas with benches and picnic tables. Improvements to park staff maintenance areas including delivery circulation, asphalt paving, and pavement drainage.

• Visitor Impact: The park will remain open during construction, requiring activities to be structured to minimize visitor impact. Protective measures are needed to ensure the surrounding area remains undisturbed.

• Resource Status: The structure is not historic/natural/cultural, but it houses the park's cultural resources inventory.

• Evaluation: Responses will be analyzed to inform market research and potential set-aside determinations.

• NPS DSC anticipates issuing a competitive Request for Proposals (RFP) around the first quarter of Fiscal Year 2027.

• This is strictly a market research tool; proposals are not being requested or accepted at this time.

• Response is voluntary; no reimbursement for costs incurred.

• The construction site is 25-50 miles from nearest suppliers and lodging facilities.

• Winter construction may be required.

• Seasonal/other shutdowns may occur.
