Statement of Work (SOW) / Performance Work Statement (PWS)

The Department of Veteran Affairs Bay Pines Healthcare System is seeking a contractor to provide routine roof cleaning, minor roof maintenance, and minor roof repair services for the Lee County VA Medical Clinic.

• Provide all necessary management, supervision, labor, materials, tools, and equipment.

• Perform maintenance cleaning of the 92,000 sq ft roofing system every 6 months (twice a year) for five consecutive years.

• Cleaning includes roof surfaces and components, addressing penetrations, metal flashings, copings, thresholds, gutters, pitch pans, counter flashings, and expansion joints.

• Use a cleaning agent with mildewcide to prevent biological growth.

• Apply GAF TopCoat SB (solvent based) coating material at areas around drains and ponding water where existing coating is deteriorating.

• Repair all roof tears, delamination, deteriorated surfaces, and damaged flashing.

• Provide photographic documentation of work performed in PDF format within three workdays of completion.

• The contractor will provide a one (1) year warranty on labor, product, and parts.

• Photographic documentation required within three workdays of completion.

• Period of Performance: Base 05-01-2026 through 04-30-2027, with four one-year option periods through 04-30-2031. Dates are subject to change.

• Location: Lee County VA Medical Clinic, 2489 Diplomat Parkway East, Cape Coral, Florida 33909.

• Work hours: Monday through Saturday, 7:00 am to 5:00 pm. Work not to be performed on Federal Holidays.

• Contractor must possess valid GAF Master Select™ Roofing Contractor Certification.

• Contractor must possess valid GAF Certified Maintenance Professional Certification.

• Site visit details are TBD.

• Contractor must comply with all records management laws and regulations, including safeguarding Federal records and reporting any unauthorized disclosures or destruction of records. All data created for Government use is the property of the U.S. Government.

• Contractor employees handling records must complete agency-provided records management training.

Sources Sought Notice

This is a Sources Sought Notice for market research to identify qualified sources capable of providing roof cleaning and minor repairs at the Lee County VA Medical Clinic. The government is assessing the availability and capability of potential contractors for a potential firm-fixed-price contract.

• Provide roof cleaning and minor repairs for the existing 92,000 square feet roofing system.
• Services are to be performed every 6 months (twice a year).
• The period of performance is anticipated to be a base year plus four option years.
