Quick Summary
The Department of Veterans Affairs (VA) has issued a presolicitation for BMS Network Construction at the Albany Stratton Veterans Administration Medical Center (VAMC) in Albany, New York. This project involves installing a dedicated IT network for the HVAC control system(s). This opportunity is set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBC). Responses are due January 30, 2026, at 1:00 PM Eastern Time.
Project Overview
The Albany VAMC, an older facility undergoing continuous renovation, requires a new, dedicated IT network for its Building Management System (BMS). The existing BMS network has evolved ad-hoc, leading to an unmanaged system supporting multiple DDC vendors and creating risk. The new network will provide a robust backbone for extending direct digital controls (DDC) to new systems, primarily supporting BACnet over IP using a TCP/IP backbone. Importantly, this new BMS network will be independent of VA networks, maintaining an airgap.
Scope of Work
Contractors will provide all labor, supervision, and materials to install a dedicated IT network for the BMS. Key requirements include:
- Installation of a dedicated IT network to serve the HVAC control system(s).
- Support for BACnet over IP using a TCP/IP backbone.
- Adherence to approved drawings and specifications dated September 31, 2024, and September 13, 2024, including the design narrative and appendices.
- Compliance with specification section 013200, Construction Documentation.
- Mandatory use of Autodesk Build as the construction management platform.
- Completion and approval of all required submittals prior to mobilization.
- Protection of existing structures, equipment, utilities, and improvements.
- Verification of all existing site conditions and facility infrastructure before construction.
- Work must be performed by fully versed and experienced laborers in a workmanlike manner.
