Statement of Work (SOW) / Performance Work Statement (PWS)

This project aims to replace the existing fire alarm systems in Buildings 911 and 98 with a new VA-compliant, fully addressable fire alarm system. It also includes upgrading the security camera and intrusion detection systems in these buildings to be compatible with the central station system.

• Demolition, installation, programming, testing, commissioning, training, and turnover documentation for the fire alarm system replacement and security system upgrades.

• Provide all labor, materials, tools, equipment, testing, analysis, supervision, and administration.

• Replace existing fire alarm systems in Building 911 (approx. 63,000 sq ft, printing center) and Building 98 (approx. 71,000 sq ft, outpatient clinic).

• Install new VA-approved Mircom addressable Fire Alarm Control Panels (FACPs) in both buildings.

• Install new VA-approved Avigilon security cameras and Bosch intrusion detection systems.

• Integrate the new fire alarm system with existing building systems, including HVAC shutdown and door holders.

• Replace manual pull stations with double-action pull stations.

• Install new addressable initiating devices and notification appliances.

• Provide voice evacuation capabilities as required by VA and NFPA 72.

• Install new Fire Alarm Remote Annunciators (FARAs).

• Connect FACPs to the existing Digital Alarm Communicator/Transmitter (DACT).

• Provide primary and secondary power supplies for the fire alarm system.

• Remove and dispose of existing obsolete equipment in accordance with regulations.

• Systems must be code-compliant, reliable, and maintainable with improved troubleshooting capability and future expandability.

• Voltage drop for Supervisory Loop Circuits (SLC) shall not exceed 10% for 16 AWG.

• Voltage drop for Notification Appliance Circuits (NAC) shall not exceed 5% for 14 AWG.

• Voice messages shall repeat three rounds per alarm event and identify the specific smoke zone/compartment.

• Manual override capability at FACP and FARA.

• ADA and NFPA 72 compliant notification appliances mounted at specified heights.

• Complete system programming, pre-acceptance testing, and final acceptance testing with the VA.

• Project duration: No longer than 365 calendar days from notice to proceed.

• Work hours: Normal working hours, 7:30 AM to 4:00 PM, Monday through Friday, except federal holidays.

• Location: VA Northern California Health Care System, McClellan Park, CA 95652 (Buildings 911 and 98).

• Contractor must comply with VA and NFPA 72 requirements.

• Contractor is responsible for risk control, including personnel safety and security.

• Contractor personnel must adhere to federal laws, regulations, standards, and VA directives regarding information and information system security.

• Contractor must comply with records management requirements, including handling of federal records.

• Contractor shall provide required closeout documentation, including NFPA 72 Record of Completion, battery calculations, as-built drawings, O&M manuals, and owner training.

• Install a 24-hour emergency response phone number sign adjacent to the new FACP.

• Coordinate all shutdowns and testing activities with the COR.

The Department of Veterans Affairs (VA) is seeking information from vendors capable of performing construction work to replace the existing fire alarm systems in Buildings 911 and 98 with a new VA-compliant, fully addressable system. Additionally, the project includes upgrading the security camera and intrusion detection systems in these buildings for the VA Northern California Healthcare System (VAPAHCS) in Martinez, California, and Mare Island, California.
