• Field Office Staffing (RFI 001): A minimum of two individuals are required, with one serving solely as Superintendent. The Quality Control Manager and Site Safety and Health Officer (SSHO) can be dual-hatted, requiring two competent individuals in total. The SSHO must be separate from the Superintendent and meet specific qualifications.
• Schedule Requirements (RFI 002): The project schedule must be prepared by competent individuals (no specific licenses required) and will be a collaborative effort. The baseline CPM schedule must be cost-loaded.
• SSHO and Competent Person Requirements (RFI 003): The SSHO must be a dedicated, full-time individual. Subcontractors must provide at least one Competent Person. The SSHO alone satisfies daily inspection and oversight requirements and must be a competent person.
• Actuator Replacement (RFI 004): All valve and damper actuators, including those on fan coil units, must be replaced with new actuators, regardless of the condition of existing valves.
• Furnishing vs. Installing (RFI 005): The ATC Contractor is responsible for furnishing and installing all control hardware and software. The VA requests all control hardware be furnished and installed by the Mechanical Contractor. The ATC Contractor handles software, wiring, and hardware for the DDC system.
• Furniture Removal/Replacement (RFI 006 & RFI 011): The VA will remove and replace furniture/equipment and personal belongings in detailed phases. The work will be coordinated with the CPM schedule.
• Heating System Shutdowns (RFI 007): All heating and cooling system shutdowns require at least 10 working days' advance notice to the COR, with a detailed plan. Partial or sectional shutdowns are required, but a full building outage is necessary for pump and valve replacements. The VA will supply temporary heat if needed.
• Proposal Evaluation (RFI 008): The Government will evaluate proposals in accordance with the solicitation. Teaming subcontractor projects may be considered.
• Liquidated Damages (RFI 009): There are no liquidated damages on this project.
