Statement of Work (SOW) / Performance Work Statement (PWS)

To renovate the existing space at the front of Building 1, Main Hospital, to create an Acute Respiratory Clinic (ARC). The clinic will serve a dual function: expansion of Primary Care space during normal operations and an isolated suite with controlled access and negative pressure HVAC during seasonal flu or pandemic measures.

• Provide all labor, materials, supplies, tools, equipment, supervision, and construction services.

• Architectural work includes demolition and installation of new walls, doors, ceilings, flooring, and provisions for equipment, with a focus on infection control.

• Mechanical work includes demolition of existing ductwork, installation of new dedicated exhaust fans on the OPC penthouse roof, routing of new exhaust ductwork, and reinstallation of ductwork within the space with specific controls.

• Re-routing of existing chilled water lines to recapture space.

• Structural reinforcement of OPC penthouse decking.

• Plumbing work for reconfigured rooms in the basement.

• Electrical work for new lighting, receptacles, telecom, low voltage equipment, and new power accommodations for mechanical equipment.

• Compliance with VA specifications, NEC, NFPA, applicable city, county, state, and federal regulations/codes, and OSHA standards.

• Adherence to Infection Control Risk Assessment (ICRA), CLASS IV, and IC standards.

• Construction must comply with plans, specifications, and applicable VA design guides.

• Period of Performance: 224 consecutive calendar days from Notice to Proceed.

• A site visit is required prior to bidding.

• Contractor must coordinate with the Contracting Officer Representative (COR) for all work, including utility shutdowns (72 hours notice for major shutdowns, 2 weeks notice).

• Normal work hours are 8:00 AM to 4:00 PM, Monday-Friday, with requests for alternate hours to be submitted in writing.

• Compliance with City of Fresno Municipal Code for Construction Noise.

• Housekeeping: Daily cleanup of work areas.

• Fire Watch: Required for impairments over 4 hours in a 24-hour period.

• Tuberculosis (TB) screening for workers may be required.

• OSHA 10-hour training for construction workers and OSHA 30-hour training for safety manager/superintendent.
