Scope of Work
The contractor will provide all labor, materials, tools, equipment, and supervision for the replacement of underground 15kV feeders and transformers. Key deliverables include:
- Installation of four (4) new sectionalizer cabinets in manholes.
- Replacement of existing medium-voltage cable splices in kind.
- One-for-one replacement of 28 existing utility-grade transformers (all primary voltages 13.8kV).
- Installation of PME monitoring for new transformers, with SCADA integration for sectionalizers.
- Structural repairs to manholes, including concrete crack/spall repairs and mortar joint repointing.
- Construction of new equipment pads and installation of bollards at new sectionalizer and transformer locations.
- Existing conduits and conductors are to remain; cable replacement is not expected, only splices/connectors. Grounding must comply with the National Electric Code (NEC).

Eligibility & Evaluation

- Evaluation: Proposals will be evaluated based on a "Best Value" determination, considering Factor 1 (Approach – Schedule – Quality Management), Factor 2 (Professional Qualifications & Specialized Experience), Factor 3 (Past Performance), and Factor 4 (Price). Factors 1, 2, and 3 are equal in importance and combined are approximately equal in importance to Factor 4. CPARS evaluations will be accepted in lieu of the Past Performance Questionnaire (Exhibit B).
- Submission Requirements: A bid bond is required with the proposal. Performance and Payment bonds will be required from the awardee.

Answers to 71 RFI questions have been provided, clarifying various aspects of the project. Dedicated roles are required for the Site Safety and Health Officer (SSHO) and Quality Control Manager (QCM). An administrative Notice to Proceed for long lead items may be reviewed.
