Statement of Work (SOW) / Performance Work Statement (PWS)

To repair and replace the vertical sanitary waste piping riser serving drinking fountains in Building 1 (Main Hospital) at the Mann-Grandstaff VA Medical Center in Spokane, WA.

• Replacement of drainage and vent piping for drinking fountains.

• Access through existing panels, removal of existing fixtures, and wall penetrations.

• Removal and remediation of Asbestos Containing Materials (ACM) and lead-containing paint/block.

• Installation of new piping, fittings, and components to support ADA/ABAAS compliant bottle-fill semi-recessed water cooler fixtures.

• Provision of new electrical circuits for new fixtures.

• Repair of wall finishes.

• Contractor to provide all labor, materials, equipment, supervision, installation, programming, startup, training, O&M documentation, and a one-year warranty.

• Contractor must perform field verification of equipment, parts, materials, and existing conditions.

• A qualified manufacturer's representative must verify installation, place the system into service, make adjustments, and perform demonstrations and testing.

• Operating tests to be conducted in the presence of the Contracting Officer’s Representative (COR).

• Contractor shall provide demonstrations and training to VA personnel.

• COR will evaluate all work and testing.

• Items must be in a clean state and in proper working condition.

• Period of Performance: 209 calendar days.

• Place of Performance: Mann-Grandstaff VA Medical Center, 4815 North Assembly Street, Spokane Washington 99205.

• Deliverables: Inspection, testing documents, manuals, and warranty documents per Specifications.

• Communication: Include project and contract numbers in email subject lines.

• Work Hours: Normal hours are 7:00 AM to 4:00 PM, Monday through Friday. Modifications require written COR approval. No work on Federal Holidays or adjacent weekends.

• Deliveries: Only at M&O Loading Dock Building 1, coordinated with COR. Vehicle information to VA Police. Material movement in public corridors between 6 PM and 6 AM.

• Parking: No on-site parking or garage/lot use; reserved for patients and staff.

• Dumpsters: Contractor-provided dumpsters with safety fencing. Pavement protection required.

• On-site Office/Storage: Not allowed; use 'just-in-time' delivery and pickup. Coordinate staging with COR.

• Government-Furnished Equipment (GFE)/Information (GFI): None provided; contractor is responsible for all equipment and supplies.

• Final Acceptance: Requires a systems demonstration by the installer in the presence of the COR.
