This is a firm-fixed price design-build construction requirement. Offeror shall furnish all design, labor, material, transportation, required engineering services, overhead, profit to design and install tieback roof anchors in building 1 in accordance with SOW, Specifications, and drawings.
Place of Performance is at Fresno VA Medical Center, 2615 East Clinton Avenue, Fresno, CA 93703-2223.
Period of Performance: 240 calendar days after Notice toProceed (NTP).
This solicitation is issued as a total SDVOSB set-aside.

Pursuant to FAR 36.204(d) Disclosure of the magnitude of construction projects is between $250,000 and $500,000.
This contract will be awarded in accordance with FAR Part 15 - Trade-off Process (FAR 15.101-1) and FAR Part 36 - Two-Phase Design - Build Selection Procedures (FAR 36.3).
A pre-solicitation site visit has been scheduled on Wednesday, November 19th, 2025 at 12:00 PM PST by the Parking Lot E, Fresno VA Medical Center, 2615 East Clinton Avenue, Fresno, CA 93703-2223.
All Request for Information (RFI) regarding this solicitation must be submitted in writing and received NLT 1:00 PM PST, November 26, 2025 via email to daniel.jhun@va.gov and rosario.chaidez1@va.gov. All RFIs must use the RFI form (Attachement) attached to this solicitation.
Phase 1 proposals are due on December 3, 2025 at 2:00 PM PST.
All offerors must sign and submit VAAR 852.219-75 with the proposal before the closing date of the phase 1 solicitation.
