Scope of Work

• Developing solutions to repair high-risk electrical deficiencies identified in the NEI report, including replacing panelboards and overcurrent protection devices.
• Providing construction period services such as site visits, inspections, shop drawing review, RFI responses, and preparing as-built drawings.
• Assisting in contractor qualification evaluation and hiring a commissioning person.
• Developing construction phasing, infection control risk assessment, and interim life safety measures plans.
• Ensuring all designs adhere to the VA budget, with construction costs estimated between $1,000,000.00 and $5,000,000.00.

Eligibility & Submission

This is a 100% Service-Disabled Veteran Owned Small Business (SDVOSB) Set-Aside.

• Firms must be verified in SBA's Small Business Search and SAM.gov at the time of submission.
• A working office within 300 miles of the Margaret Cochran-Corbin Medical Center (Manhattan, NY) and New York State licensure are required.
• Interested firms must submit Standard Form 330 (SF330), addressing all evaluation factors.
• Submissions must include valid state registration for lead designers, SDVOSB/VOSB certification, DUNS, CAGE, Tax ID, and POC information.
• Submission Deadline: Monday, March 2, 2026, by 11:00 AM EST.

Additional Notes

• All contractor employees must complete VA Privacy and Information Security Awareness training.
• The AE firm and subconsultants are required to utilize the VISN 2 Autodesk Build Construction management platform (ACC) for project management and collaboration.
• The contractor will not pay more than 85% of the amount paid by the government to firms that are not SBA-listed SDVOSBs for services, as per VAAR 852.219-11(d)(1).
