Statement of Work (SOW) / Performance Work Statement (PWS)

This project aims to renovate and upgrade two morgue refrigerators (Blue Morgue and Main Morgue) at the James J. Peters VA Medical Center in Bronx, NY. The work involves demolition, replacement, and installation of new systems to ensure continuous operation of at least one morgue during construction.

• Two-Phase Replacement: The project will be executed in two phases: first, the Blue Morgue, then the Main Morgue. This phasing ensures one morgue remains operational.

• Demolition: Includes removal of interior components, compressors, and supporting Mechanical, Electrical, and Plumbing (MEP) systems. Rerouting of sanitary piping is also required.

• New Construction: Involves constructing new morgues with increased ceiling heights and dimensions, installing new chilled water-fed compressors with backup systems, new floor drains, lighting, electrical wiring, adjustable temperature controls, and a TempTrak-compatible monitoring system.

• Asbestos Abatement: Required as per design documents and specifications.

• Finishes: All materials and finishes must comply with infection control and cleanability requirements. Stonhard urethane mortar floor systems are specified for both morgues.

• Electrical Upgrades: Includes furnishing and installing a new electrical subpanel, circuit breakers, feeders, conduits, and terminations. All work must comply with NEC, NFPA, VA master specs, and local codes.

• Equipment Installation: Furnishing and installing specific equipment including MOPEC Lift units, stainless steel racks, condensing units, relief grilles, and Motorola Avigilon dome cameras with associated network cabling and integration into the existing Avigilon platform.

• Plumbing: Installation of a new sink in Corridor G2-61 and a backflow preventor on the domestic water line.

• Place of Performance: Main building (Building 100), Second Floor, James J. Peters Veterans Affairs Medical Center, Bronx, NY.

• Estimated Completion Time: 365 Calendar Days.

• Compliance: All work must adhere to local/state/federal/national codes, VA directives, design guides, specifications, and standards.

• Infection Control: ICRA Class IV requirements must be met, including hard barriers, negative air machines, and HEPA filters.

• Coordination: Contractors must coordinate with adjacent construction projects, Facilities Management, Engineering, Clinical Departments, VA I.T., Biomedical, Safety Teams, and Infection Control.

• Site Visits: Contractors are required to visit the site and meet with the Contracting Officer’s Representative (COR) prior to bidding.

• Quality Control: Submittal logs, manufacturer instructions, and updated schedules are required. A critical spare parts list is needed.

• Cleanup: Maintaining a clean work environment using HEPA vacuums is mandatory. Proper disposal of trash and hazardous waste is required.

• Project Management: A dedicated full-time site superintendent and an approved Project Manager with relevant experience are required.

• Autodesk Build (ACC): Contractors must utilize the VISN 2 Autodesk Build platform for contract submissions and official project correspondence. Required training must be completed within specified timelines.

Solicitation / RFP / RFQ

This is a solicitation for Project Number 526-20-508, "Replace Morgue Freezers" at the James J. Peters VA Medical Center in Bronx, NY. The project involves furnishing all supervision, labor, equipment, and material necessary to replace existing morgue freezers.

• Replacement of morgue freezers.

• All work must comply with applicable local, state, federal, and national codes, VA directives, design guides, manuals, specifications, standards, and project-specific VA requirements.

• Magnitude of Construction: Estimated between $2,000,000 and $5,000,000.

• Project Completion: 365 Calendar Days from Notice to Proceed (NTP).
