This is a pre-solicitation notice for a Firm-Fixed-Price Construction Contract (Project: 438-22-600) to "Improve Campus Bldg. Exteriors" at the Sioux Falls VA Medical Center (VAMC), South Dakota. • NAICS Code: 236220 (Commercial and Institutional Building Construction), with an estimated size standard of $45.0 Million.

• Requirements: Bidders must be registered and certified as an SDVOSB in the Small Business Dynamic Search (SBDS) at https://search.certifications.sba.gov/ at the time of proposal submission. Non-responsive bids from unverified SDVOSBs will be rejected.

• Other Registrations: All prospective bidders must have a Unique Entity Identifier (UEI) and be registered and active in SAM (http://www.sam.gov). The awardee must also have a current Department of Labor VET4212 Federal Contracting Reporting filing (if applicable).

Sources Sought Notice

This is a Sources Sought Notice (SSN) for market research to determine the availability of Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) capable of performing "Improve Campus Bldg Exteriors (SF)" at the VA Medical Center in Sioux Falls, South Dakota. The government is not requesting proposals or quotes at this time and will not reimburse for any costs associated with this notice. Information gathered may influence the acquisition strategy.

The project involves a variety of roofing and masonry repairs, primarily on Building 5, with additional work on Buildings 1, 7, 8, 9, 11, 16, 17, 38, and 52. Key tasks include:

• Replacing up to forty (40) roofs.

• Repairing/replacing masonry elements (parapet walls, cap stones).

• Removing and resetting antennas on Building 5's main tower.

• Resetting, repairing/replacing louvers on Building 5's main tower.

• Providing and installing access ladders and other metal elements.

• Providing detailed work plans, shop drawings, and using a submittal platform.

• Conducting weekly project update meetings and submitting monthly progress reports.

• Rebalancing airflows after equipment removal/reinstallation.

• Providing as-built drawings.

Bidders are also encouraged to provide feedback on the draft Statement of Work.

This notice is specifically seeking SDVOSBs. Responses from non-SDVOSBs may be considered, but SDVOSBs will be given priority. The government will determine if a tiered evaluation is needed based on responses.
