Quick Summary

The Department of Veterans Affairs (VA), Network Contracting Office 10, has issued an Amendment 0001 to a Firm-Fixed-Price Solicitation for the Renovation of Building 26 for Mental Health (Project 538-23-102) at the Chillicothe VA Medical Center, OH. This project involves comprehensive architectural, mechanical, electrical, and plumbing upgrades to approximately 19,000 sq ft of the Sustained Behavioral Treatment Unit (SBTU). This is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offers are due by April 15, 2026, at 11:00 AM EST.

Scope of Work

The renovation includes a multiphase approach to ensure uninterrupted operations. Key tasks involve partial demolition and new construction within the SBTU, such as installing hard ceilings, modifying patient showers, upgrading Nurse Call systems, and addressing Mental Health Environment of Care Checklist (MHEOCC) deficiencies by modifying window ledges and installing anti-ligature hardware. The project also requires constructing two new sally-ports to divide the first floor into three separate SBTU treatment wings, installing a concrete basement floor for a new Air Handling Unit (AHU), and renovating two patient rooms to accommodate bariatric patients. All work must comply with ICRA Class IV and PCRA requirements, including dust, noise, and vibration control.

Contract Details

This is a Firm-Fixed-Price contract with an estimated magnitude between $2,000,000.00 and $5,000,000.00. The Period of Performance (POP) varies by bid item, ranging from 270 to 330 calendar days from the Notice to Proceed. A bid guarantee of not less than 20% of the bid price (maximum $3,000,000.00) is required, and Performance and Payment Bonds will be necessary for contracts exceeding $150,000.00. The prevailing wage rates for Ross County, OH, as per Wage Determination OH20260053, apply.

Eligibility & Submission

This procurement is a 100% Set-Aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). Responding SDVOSBs must be classified as small businesses under NAICS code 236220 (Commercial and Institutional Building Construction, $45 million size standard) and be registered and verified in SAM.gov and SBA's Certifications (dsbs.sba.gov). The SDVOSB Contractor or Sub-Contractor must perform a minimum of 15% of the construction work.

Offers are due by April 15, 2026, 11:00 AM EST, with bid opening immediately following. A site visit is scheduled for March 19, 2026, at 10:00 AM local time at the Chillicothe VA Engineering Building. Requests for Information (RFIs) must be submitted electronically to Jeremy.Nee@Va.Gov by March 26, 2026, 2:00 PM local time. Bidders must insert their Cage Code, SAM.gov Unique Entity ID (UEI), and bid prices on SF1442 Block 17.

Notes

Amendment 0001 provides updated drawings ("538-23-102 Amended Final Drawings") which supersede previous versions; bidders must use these for proposals. The project includes specific brand-name requirements for the "BEST" Keying System, "Simplex" Fire Detection/Alarm, and "Ascom Telligence" Nurse Call System, for which sole-source justifications have been provided. However, installation services for these systems can be provided by certified vendors.
