Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) outlines the requirements for a firm-fixed price, Indefinite Delivery/Indefinite Quantity (ID/IQ), Single Award Task Order Contract (SATOC) for maintenance, repair, and ancillary construction services at the Mann-Grandstaff Veterans Affairs Medical Center (MGVAMC) in Spokane, WA.

The contract encompasses a broad range of facility support services, primarily maintenance-focused, including but not limited to:

• Plumbing and Pipe Systems: Repair, replacement, testing, and installation of various plumbing components, including drains, compressed gas systems, medical gas systems, steam and water loops, fire-lines, domestic water lines, backflow devices, and fixtures.
• HVAC-R Systems: Maintenance, repair, installation, and demolition of ductwork, control systems, motors, fans, boilers, chillers, compressors, ice machines, air handlers, refrigeration units, and cooling towers. Includes Testing, Adjusting, and Air Balancing (TAB).
• Electrical Systems: Repair and testing of power generators, transformers, transmission lines, panels, breakers, switches, and lighting.
• Mechanical Systems: Repair and testing of medical air, medical vacuum, dental air, and dental vacuum systems, including compressors and piping.
• Facility Support Services: Carpentry, road and parking lot repairs, painting, concrete work, framing, roofing, insulation, drywall, flooring, signage, landscaping, snow removal, and elevator maintenance.

This is a 5-year base ID/IQ contract. Task Orders will be issued by the Contracting Officer (CO) throughout the contract period. Work will be performed at the MGVAMC in Spokane, WA.

• Licensure and Certification: Prime contractor must hold current Washington State Plumbing and HVAC-R licenses and have a place of business within 50 miles of MGVAMC. Subcontractors must hold appropriate licenses and certifications for their trades. Specific certification is required for Schneider Electric Direct Digital Controls technicians.
• Performance: Continued satisfactory performance, assessed via CPARs, is required for continued contract ordering.
• Pricing: Task Order pricing requires line-item proposals with direct costs multiplied by a coefficient (including overhead, G&A, and profit). Non-prepriced items may be negotiated.
• Response Time: Contractors must respond to Task Orders within three (3) business days.
• Working Hours: Normal working hours are Monday-Friday, 8:00 AM - 4:30 PM. Work outside these hours requires prior authorization.
• Job Site: Work must not interfere with patient care or hospital operations. Contractor is responsible for site protection, traffic control, and ensuring no damage to property.
• Subcontracting: A list of subcontractors is required for each Task Order. The prime contractor remains responsible for all subcontractor work.
• Wage Determinations: Davis Bacon Act (construction) or Service Contract Act (service) wage rates apply based on the nature of the Task Order work.
• Government Furnished Property: Will be addressed in individual Task Order requests.

This is a Sources Sought announcement for market research purposes to identify interested Small Businesses for a Single Award Task Order Contract (SATOC) for Maintenance and Repair Services at the Mann-Grandstaff VA Medical Center (MGVAMC) in Spokane, Washington.
