Eligibility & Submission Requirements
- Two-Phase Process: Phase I proposals will be evaluated to determine offerors selected for Phase II. The RFP will detail evaluation factors for both phases.
- Registration: Offerors must be registered in the System for Award Management (SAM) and verified in the SBA VetCert system (https://veterans.certify.sba.gov/) at the time of Phase I submittal. Failure to meet these requirements will result in disqualification.
- Solicitation Documents: The RFP, specifications, and drawings, along with any amendments, will be available on SAM.gov. Offerors are responsible for frequently checking the website.
