• Monthly Preventive Maintenance & Repair Services: Detailed tasks are specified for Carpentry, Concrete and Masonry, Plumbing, Electrical, HVAC, Security and Emergency, and Solar PV systems.

• Service Calls: Contractor must respond to emergency, urgent, and routine service calls.

• Service Call Response Times:

  • Emergency: On-call response within 2 hours, on-site within 2 hours.
  • Urgent: Within 1 hour during regular working hours, within 2 hours after regular working hours/weekends/holidays.
  • Routine: Completed within 5 working days.

• Performance Requirement Standards:

  • Monthly Preventative Maintenance: Customer complaints should not exceed 5 per month.
  • Service Calls: Customer complaints shall not exceed 2 per month.
  • Invoices: Received no later than 7 days from end of invoice period and not require major revisions.

• Period of Performance: July 1, 2026, to June 30, 2027 (Base Year) with two subsequent option years.

• Place of Performance: VA Pacific Islands Health Care System, Pago Pago, American Samoa.

• Contractor Expertise: Demonstrated expertise in the specified service categories.

• Materials: Supplies and materials must conform to applicable Federal specifications and standards. Contractor must submit a list of manufacturers, brand names, and intended use of materials. Preference for bio-based materials.

• Safety: Contractor must submit a written safety and health plan, comply with OSHA standards, and provide required personal protective equipment.

• Environmental: Compliance with all federal, state, and local environmental laws and regulations.

• Records Management: Contractor must comply with all applicable records management laws and regulations, including NARA and Federal Records Act. Ownership of data and records belongs to the U.S. Government.

• Personnel: Contractor personnel must identify themselves as such and comply with drug-free workplace requirements. Waivers or exceptions for office personnel require COR acceptance. Special protective clothing may be required.

• Coordination: Contractor must coordinate with other contractors on site.

• Reporting: Maintain management, operation, and maintenance records and reports. Submit a detailed PM schedule for COR approval.
