Statement of Work (SOW)

This Statement of Work outlines the requirements for exterior and wet room renovations at USCG Station Oak Island.

Main Building Exterior Renovations:

• Replace 16 windows (12 on the parking lot side, 6 on the ocean side).
• Board up one gable vent to prevent air infiltration into the attic.
• Install new solid soffit on the upstairs room to match existing soffits.
• Paint a small soffit area to match existing soffit color.
• Demolition includes: tear out existing windows, remove vented soffit, remove existing gable vent and trim.
• Installation includes: infill gable vent with exterior-grade plywood, apply waterproof building membrane, cover with PVC board or non-functioning decorative gable vent and paint, re-flash windows, install new windows and trim (white PVC), install new solid soffit, and paint soffit area.

Wet Room Renovations (Men's & Women's Bathrooms):

• Tear down existing ceiling sheetrock.

• Install new ceiling, mud, paint, and finish.

• Remove and install new mini splits.

• Install self-draining dehumidifiers (one per bathroom) with specific capacity and humidity range requirements.

• Grout bathroom walls and floors.

• Demolition includes: remove lights, intercom, fire alarm, accessories, ceiling sheetrock, insulation (inspect for reuse), lockers, mini splits, grout, and clean/prep for new grout and sealer. All trash to be hauled away.

• Installation includes: install insulation (reuse if possible), install dehumidifier, install new mold/moisture-resistant sheetrock in ceiling, mud/tape/finish ceiling to Level 4, prime and paint ceiling (anti-microbial), install lights, fire alarm, accessories, paint trim, apply new grout, and seal grout.

• Commencement: No later than 10 days after notice to proceed.

• Completion: Within 60 working days after contract award.

• Location: USCG Station Oak Island, 300 Caswell Beach rd. Oak Island NC, 28465.

• Discovery of Rot/Decay or Black Mold: Contractor must notify the contracting officer immediately and provide a cost estimate for repairs. No work proceeds without written authorization via a formal change order.

• Site Visit: Mandatory for all bidders to verify quantities. Arrange with MKC Joshua Rice.

• Contracting Officer's QA Evaluator (QAE): MKC Joshua Rice is the POC for inquiries.

• Conditions Affecting Work: Offerors are responsible for ascertaining site conditions.

• Workmanship: Must meet best standard practices and be supervised by experienced personnel.

• Permits: No permitting is required.

• Clean Up: Daily removal of trash and debris.

• Work Outside Regular Hours: Requires written request and approval.

• Identification: Provide detailed list of employees and contractor vehicles must be clearly marked.

• Safety Requirements: Adhere to OSHA regulations, provide written notification for activities affecting fire safety, and provide specific permits (Confined Space Entry, Hot Work, Dig Chits).

• Environmental Protection: Abide by EPA regulations, provide written notification for activities potentially causing permit violations, and provide MSDS, permits, and notices of intent for hazardous materials. Hazardous materials must be disposed of according to guidelines.

• Infill gable vent opening with exterior-grade plywood, sealed with a waterproof membrane and covered with PVC board or a non-functioning decorative gable vent, painted to match existing exterior.
• Re-flash windows to ensure water tightness.
• Install new windows and white PVC trim, matching existing material and color.
• Install new solid soffit (upper room section only), matching existing material and color.
• Paint soffit area (upper room section only) to match existing color.

Wet Room Renovations (Both Men's & Women's Bathrooms):

• Tear down existing ceiling sheetrock.
• Remove and install new mini-splits.
• Grout bathroom floors for a finished look.

Demolition Tasks (Wet Rooms):

• Remove lights, intercom, fire alarm, and accessories.
• Remove ceiling sheetrock and insulation.
• Remove mini-splits.
• Haul away all accumulated trash in accordance with local environmental requirements.

Installation Tasks (Wet Rooms):

• Install new insulation (reuse existing if in good condition).
• Install new mold-resistant and moisture-resistant sheetrock in the ceiling, finished to a Level 4.
• Prime and paint the ceiling with anti-microbial paint.
• Install new lights, fire alarm, accessories, and trim.
• Apply new grout to tile (stain) for a finished look.
• Install new mini-splits.

Discovery of Rot/Decay:

• Contractors must immediately notify the contracting officer and provide a cost estimate for repairs if rot or unsuitable substrate is discovered. No repair work shall proceed without written authorization via a formal change order.

• Work commencement: No later than 10 days after notice to proceed.

• Completion: 84 calendar days after contract award.

• Location: USCG Station Oak Island, 300 Caswell Beach rd. Oak Island NC, 28465.

• Safety: Contractors must abide by federal safety regulations (OSHA 29 CFR 1910 & 1926) and environmental regulations (EPA 40 CFR). Specific notifications and permits are required for activities involving fire/explosion risks, hazardous materials, confined spaces, hot work, and digging.

• Identification: Contractor personnel and vehicles must be identified as specified.

• Oral Modification: No oral statements modify the contract terms.
