Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the scope of work for gutter replacement and painting of the main building at USCG STA Oregon Inlet, Nags Head, NC.

• Gutter System Replacement: Removal of existing gutters and downspouts, filling and sealing attachment holes. Installation of approximately 450 linear feet of new, white, seamless aluminum 6" K-style gutters and approximately 420 linear feet of new, white aluminum 3" x 4" downspouts. Custom splash guards are required at inside mitered corners. Downspouts terminating at grade must have a 6-inch clearance.

• Substrate Repair: Any rot or unsuitable substrate discovered during removal requires immediate notification to the client and a cost estimate for authorization via a bilateral modification.

• Main Building Painting: Includes exterior washing (softwash) of fascia, soffit, and siding. Repair of any unsuitable siding/trim discovered, requiring client authorization for additional costs. Painting of approximately 1,070 linear feet of fascia and 1,150 sq ft of soffit with exterior white paint. Painting of approximately 3,020 linear feet of window, door, and corner trim with exterior white paint. Painting of approximately 7,560 sq ft of siding with exterior blue paint. All paint colors should match existing.

• Site Cleanup: Removal of all job-related debris upon completion.

• Work commencement is no later than 30 days after notice to proceed.

• Completion is required within 60 working days (84 calendar days) after contract award.

• Location: USCG STA Oregon Inlet, 8700 Coast Guard St, Nags Head, NC 27959.

• General Requirements: Contractor responsible for all labor, materials, and equipment. Ambient temperatures must be consistently above 50°F for paint application.

• Site Visit: Mandatory for all interested parties to verify quantities before submitting quotes. Contact MKC Thomas Roposa at 401-644-4986 to arrange.

• QA Evaluator: MKC Thomas Roposa is the designated QA evaluator and point of contact for inquiries.

• Workmanship: Must adhere to best standard practices and be supervised by experienced personnel.

• Permits: No permits are required for this project.

• Work Outside Regular Hours: Requires written request and approval from the QAE Representative.

• Contractor Personnel & Vehicles: A detailed list of employees must be provided to the QAE five days prior to work. Vehicles must be clearly marked and maintained.

• Safety Requirements: Adherence to OSHA regulations (29 CFR 1910 & 1926). Written safety programs to be reviewed by MKC Thomas Roposa. Specific notification requirements for fire/explosion risks, confined space entry, hot work, and dig chits. Lock Out/Tag Out coordination with facilities is required.

• Environmental Protection: Adherence to EPA regulations (40 CFR). Written environmental management and pollution prevention programs to be reviewed by Mr. Todd Ogle. Notification required for activities potentially causing permit violations, spills, or hazardous material introduction. MSDS, permits, and notices of intent required. Hazardous materials disposal responsibility of the contractor.
