Solicitation / RFP / RFQ

This solicitation is for the "Connect Emergency Generators to Campus Grid" project at the Marion VA Medical Center in Marion, Illinois. The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 15, is seeking proposals for this construction contract. The estimated construction magnitude is between $2,000,000.00 and $5,000,000.00.

• Connect two (2) 2,500 KW diesel generators to the campus grid.

• Perform a full service and maintenance on the generators.

• Build a small substation to convert generator voltage to match the campus electrical grid voltage (7620/13,200 V to 12,470 V).

• Replace the current main switchgear.

• Install a test load bank for generator testing.

• All work must be performed in accordance with the SOW, local, state, and federal codes, and VA requirements.

• Contract Type: Firm-Fixed-Price

• Period of Performance: 180 calendar days from notice to proceed.

• Proposals will be evaluated using the Lowest Price Technically Acceptable (LPTA) Source Selection Process.

• Technical acceptability will be determined by five factors: Past Performance, Prime Contractor Technical Construction Experience, Mechanical Subcontractor Technical Construction Experience, Proposed Key Personnel Qualifications, and Prime Contractor Safety Plan.
