Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work details the requirements for constructing a campus security fence and access control system at the Vancouver VA Medical Center.

• LINE-ITEM 0001: Construction of a new 6-foot chain-link fence, including a concrete mow strip, one motorized vehicle gate, and three personnel gates. This includes a vehicle fortification along Fourth Plain Blvd. designed to stop a 4000-pound vehicle traveling at 30mph, and headlight screening. Lighting and camera systems will be installed using designed raceways.

• LINE-ITEM 0002: Installation of new entry doors, frames, hardware, electronic locks, and card readers at Buildings 3 and 4, integrated with the existing security system.

• LINE-ITEM 0003: Installation of eight additional trees and associated wheel stops, priced per unit.

• The contractor must furnish all materials, labor, equipment, training, transportation, and personnel.

• The Government will provide specifications and drawings.

• Work must be performed in a skillful and workmanlike manner.

• The Contracting Officer may require removal of any employee deemed incompetent, careless, or objectionable.

• Construction is estimated to take 9 months from the date of contract award.

• Normal work hours are 7:00 AM to 9:00 PM (PST), Monday through Friday, excluding Federal Holidays and weekends. Permission is required for weekend or holiday work.

• Medical center activities must remain unimpeded. Specific quiet hours (after 6:00 PM) apply to work around Building 1 (CLC).

• Contractor is responsible for site protective barriers, site control devices, and traffic control.

• Proposed traffic control methods require Contracting Officer approval.

• Utility outages must be scheduled with the Contracting Officer's Representative at least 21 working days in advance.

• Progress meetings will be held weekly.

• Contractor must adhere to the Government's Quality Control Plan and any required changes.
